Jamshedpur: Zonal officers arbitrarily rejecting mutation applications without valid reasons may face strict action. The Additional Deputy Commissioner (ADC) has taken the issue seriously, directing officers to provide written explanations for any rejections.
Last week, a report was sought on mutation cases pending for over 90 days. In response, many Circle Officers (COs) canceled cases nearing the 90-day mark or already past it, falsely reducing the number of pending cases to zero. However, they failed to justify these cancellations.
The Jamshedpur and Mango COs rejected the highest number of applications, drawing scrutiny. “They must clarify why so many mutation cases were canceled instead of being processed. If their explanations are unsatisfactory, action will be taken,” a senior official stated.
As per the mutation manual, if a CO rejects an application, they must forward it to the Land Reforms Sub-Collector (LRDC) for further review. However, this protocol is often ignored, forcing applicants to appeal manually. “If an application is rejected without valid grounds, the LRDC can order its approval,” an expert explained.
Authorities are now closely monitoring COs’ actions to ensure fair processing of applications and prevent unjustified rejections.
