Jamshedpur: MLA of Jamshedpur West Saryu Roy announced on Tuesday that he will write to the Comptroller and Auditor General (CAG) to demand an investigation into the Jharkhand Urban Infrastructure Development Company (JUIDCO). Roy cited extreme delays in the PM Awas Yojana project in Moharda and the government’s failure to hand over completed units to beneficiaries.
MLA Inspects Moharda Project Following Public Outcry

Roy visited the site on Tuesday following a meeting with local residents at his Bistupur office on Monday. During the inspection, he expressed sharp dissatisfaction with JUIDCO’s performance, accusing the agency of “mocking the poor” and intentionally stalling the government’s flagship housing scheme.
“I cannot understand what punishment fits JUIDCO for the way they have harassed the public,” Roy said. “Only two blocks stand ready today. At this rate, it could take years to complete the remaining sections.”
Financial Hardship for Beneficiaries
The MLA highlighted the severe financial strain on the allottees, many of whom are low-income earners with no fixed salary.
- Double Financial Burden: Beneficiaries who took bank loans are currently paying both monthly EMIs and rent for their current accommodations.
- Unnecessary Delays: Roy questioned why the Jamshedpur Notified Area Committee (JNAC) and the Urban Development Department continue to withhold keys for completed flats.
- Electricity Bottlenecks: While 80 residents have already paid for electricity connections, the department has yet to install meters. Roy noted that top electricity officials are ready to provide power once JNAC or JUIDCO grants clearance.
Call for Immediate Handover
Roy criticized the administration for potentially delaying the handover to wait for a high-profile inauguration. “If the Chief Minister or a Minister wants to inaugurate it, they should do so online immediately,” he stated. “People who have sacrificed their basic needs to make payments should not be made to wait any longer.”
Infrastructure Concerns
Reflecting on his tenure as the Jamshedpur East MLA, Roy recalled his frequent visits to monitor construction quality. He revealed that out of the total project, seven blocks remain mired in disputes, while only two are fully finished. The remaining 22–23 blocks are in various stages of incompletion, ranging from basic foundation work to half-built structures.
Roy confirmed he will speak with the Departmental Secretary again on Thursday. He warned that if the keys are not handed over soon, frustrated beneficiaries—who have already fulfilled their financial obligations—may begin occupying the houses on their own.
