State passes supplementary budget of Rs 2698.14 Cr
Ranchi, March 2: The third supplementary budget of Rs 2698.14 crore for the financial year 2021-22 has been passed in the Jharkhand Legislative Assembly during the budget session on Wednesday
. Speaking on the cut proposal of supplementary budget, BJP MLA Amar Bauri said that there is no justification for bringing supplementary budget in the month of March. This government has been able to spend only 40 percent of the amount of the original budget and two supplementary budgets so far. By showing intensity in spending at the end of the financial year, the fabric of March loot is being woven.
At the same time, BJP MLA Manish Jaiswal also said that the government has been able to spend only 40 percent of the budget amount. Seeking supplementary budget to be spent in 28 days. This shows their inaction.
Responding to the opposition’s cut motion, Finance Minister Rameshwar Oraon said that a supplementary budget has been brought for the new scheme in view of the increase in the price of petrol, the government has decided to give a subsidy of Rs 250 per month to the poor having ration cards. For this, a provision of Rs 100 crore has been made in the supplementary. A provision of 38 crores has been made in the supplementary budget for payment of honorarium to Poshan Sakhis. The minister said that march loot is not possible in Hemant Soren’s government.
On the third day of the session, Congress MLA Deepika Pandey Singh raised the issue of pension scheme in the House. He said that the new pension scheme is causing a lot of trouble to the employees. It is necessary that the old pension scheme should be implemented. He referred to the provision brought by the Rajasthan government.
On this, the Chief Minister said that the government is concerned about the common citizens. Old pension scheme is a very big topic. “The government will see its profit and loss. Only after that the government will consider bringing the old pension scheme. On this, Finance minister Rameshwar Oraon has said that no such proposal is with the government yet.
JMM MLA Deepak Biruwa raised the issue of giving home loans to government employees belonging to Scheduled Tribes/Scheduled Castes. He said that there is a provision to give loan to this category of employees only for 5 years. Whereas there is a provision to give loans of up to 30 and 15 lakhs in two categories to other categories of government employees for a full 20 years.
On this, Minister Joba Manjhi said that the government is taking opinion from the Legal Department in this matter. After this, the government will take this tribal advisory council (TAC). After that it will be brought to the cabinet.
On this, the Chief Minister said that the Scheduled Tribes / Scheduled Castes should get loans for a longer period, the government is trying to do this. Only a little less than 50% of the population in the state belongs to this category. It is unfortunate that even the bank does not support this category much. Our government is taking this seriously. The Chief Secretary has been instructed in this regard. The government is concerned for all sections and very soon the government will take a decision after studying the whole matter.
At the same time, the CM said that children belonging to Scheduled Tribes / Castes have also been facing problems in taking education loan. The government is brainstorming on the whole matter. CM has said that in the current session, he will keep the whole matter more clearly in this matter.
BJP MLAs staged a dharna on killing of a minor at Barhi in Hazaribagh and demanded that mob lynching should be stopped and strong action should be taken against culprits in the incident.
