Saryu writes to CM Hemant Soren on Banna Gupta’s role in transfer-posting

Jamshedpur, June 19: Jamshedpur East MLA Saryu Roy has written to the chief minister Hemant Soren about the compliance of the relevant provisions of the executive rules in the transfer-posting of state officers.

The letter reminded that the relevant provision of the executive rules, earlier transfer-posting of officials in the government used to happen twice a year, in the month of December and in the month of June. Later, by modifying this provision of the rules, a provision has been made for transfer-posting of government employees and officials in the two months of June and July.

There is a misconception that in June-July, the power to transfer-posting any government official vests in the minister of the concerned department.

“The transfer of such personnel, whose pay scale is less than Rs 2900, will be done by the Head of Department with the approval of the posting establishment committee. Transfer of officers carrying pay scales between Rs 2900 and Rs 4500, the list of postings will be prepared by the establishment committee, which will be sent for the approval of the Minister through the Secretary,” the letter states.

“State Health Minister is grossly violating the relevant provisions of the Executive Rules in the transfer/posting of departmental officers of the category. Not only in the month of June-July but throughout the year, they habitually keep on transferring, posting and deputing officers of this category in bulk. Because of this fear is prevailing among the departmental officers, they are being exploited. They are afraid that once again the season of transfer and posting has arrived,” the letter states.

“Health Minister has once again disregarded the provisions of the Executive Rules in the transfer-posting of a female doctor, as per the recommendation of the Departmental Establishment Committee, instead of sending the file to the Chief Minister, he accepted the recommendation of the Establishment Committee at his own level,” the letter alleges.

“After keeping the file with him for several months, in the beginning of July, instead of sending the file to the Chief Minister, he had the audacity to return it to the department. Despite the question being raised in the Vidhan Sabha and the clear regulation of the Speaker, the Health Minister has not sent the file to the Chief Minister, but has taken the authority of the Chief Minister in his own hands,” the letter further alleges.

The letter urges the chief minister to take action.
