Jamshedpur, January 2: Jamshedpur East MLA Saryu Roy claimed that Tata Steel has not agreed to accept the design prepared by engineers of Jharkhand of the proposed flyover between Mango-Jamshedpur.
“The company is not ready to accept the design prepared earlier by the engineers of Jharkhand government and give no objection certificate. The company has suggested extensive improvements in the design of the flyover. If the government accepts this suggestion, there will have to be a drastic change in the design of the flyover. This will also affect the cost of the project. That is, now the technical and administrative approval of this project will have to be taken again,” Roy claimed in a statement issued on Monday.
Saryu Roy in the statement also asserted that government has changed the Engineer-in-Chief of the Road Construction Department and the Chief Engineer of the Central Design Organization (CDO). Both of them were associated with this project since its inception. The sudden transfer of both the top engineers of the department is not a common occurrence.
“I have spoken to the road construction department secretary and registered my objection on the design of the flyover. I have already registered an objection regarding. I have lodged three written objections with the Chief Minister and the departmental secretary. But not even once has he answered my questions, nor has he responded to the technical and practical aspects of my views and comments, he has not even rejected it. But the change in the design of the flyover indicates that my objections are correct. Change in design alone will not solve the problem. In public interest and state interest, the government will have to reconsider the basic concept of this flyover,” Roy claimed.
“Government will have to consider the traffic system of Jamshedpur and surrounding urban areas in totality and prepare a comprehensive and coordinated plan for this. I have also clarified that this flyover has nothing to do with the traffic jam on Mango bridge. Rather, this will increase the difficulties of the people of Mango, will have an adverse effect on the employment-business,” said Roy.
“It is surprising and also objectionable that the technical approval of the project whose design has not yet been finalized has also been given and the cabinet has also given its administrative approval. The question arises that what is the justification for spending Rs 462 crores on this project. This project will prove to be a unique example of politicization and technical bankruptcy of development projects,” said Roy.
“Instead of making sporadic amendments in its design, the government should consider its usefulness and instead prepare an alternative project which will be holistic, comprehensive and coordinated in the perspective of Jamshedpur Municipal Corporation, which will be formed by merging the nearby urban areas,” hoped Roy.
