Jamshedpur: A surprise inspection conducted at the juvenile home by Sub-Divisional Officer (SDO) Dhalbhum Shatabdi Majumdar revealed significant findings, prompting immediate corrective measures.

The inspection uncovered severe lapses in the management of the Remand Home. Prohibited items, including bidis, ganja, ropes, and mobile phones, were found within the premises. This raised concerns about the lack of proper monitoring and security. The SDO reprimanded the on-duty guard for failing to enforce strict entry protocols and allowing unauthorized access. Additionally, the cleanliness of the premises was found to be subpar, with inadequate maintenance of available resources.

The SDO expressed strong displeasure over these issues and issued strict instructions to the management for immediate improvement. She directed that entry protocols be strictly implemented, ensuring no one enters the premises without proper authorization. Further, the teacher on-site was instructed to take responsibility for maintaining cleanliness and ensuring regular upkeep of the facility.

The management highlighted staff shortages as a contributing factor to these issues, to which the SDO assured that appropriate actions would be taken to address the concern. She also directed the creation of an inventory of the seized items, ensuring their proper disposal.
In contrast, the Child Reform Home presented a relatively better picture. The inspection revealed that attendance registers and stock records were properly maintained, and the overall management appeared more organized. Facilities such as the kitchen, children’s rooms, and premises were found to be in satisfactory condition. However, the SDO emphasized the need for better utilization of available resources like projectors to engage the children in constructive activities.
During her visit to the Child Reform Home, the SDO interacted with the 19 children and caretakers present, emphasizing the importance of leading a positive and constructive life. She encouraged the children to focus their energy on nation-building and personal growth. To support this, she directed the management to screen documentaries, educational films, and other informative videos, ensuring that the projector and other resources were used effectively to benefit the children.
The SDO also stressed the importance of keeping the premises well-organized and ensuring proper monitoring of the children. The focus on connecting children with informative and entertaining activities was highlighted as a key step towards their rehabilitation and growth.
“These findings reflect a stark contrast between the two facilities in terms of management and resources. While serious lapses at the Remand Home necessitate immediate corrective action, the Child Reform Home’s relatively better management offers a foundation for further improvements. The inspection underscores the administration’s commitment to ensuring the welfare and safety of children in such institutions while emphasizing accountability and efficiency in their operations,” said a social worker.
