Ranchi: A dispute has arisen within the Jharkhand police over the headquarters’ decision to post personnel from the IRB, JAP, and SIRB as munshis (station clerks) in various police stations across the state. Additional Director General (ADG) of JAP, Priya Dubey, has objected to the order, calling it a violation of established rules and stating that it cannot be implemented in its current form.
In a letter to the DIG (Personnel), Dubey argued that the postings were made without any decision from the committee responsible for police transfers and without the consent of the ADG, JAP. She further noted that such postings should be decided at the level of district Superintendents of Police, not by the headquarters.
The controversy stems from an order issued on 25 September, under which 212 personnel from IRB, SIRB, and JAP were assigned as munshis in different police stations. Earlier, on 3 and 23 July 2025, 89 female officers were posted to women’s police stations by the CID DG without any prior information to the JAP headquarters.
Dubey’s letter also pointed out that the DGP’s office has violated its own instructions and that expecting subordinate offices to follow such directives is unreasonable. She argued that deploying IRB personnel in police stations is inappropriate because their training is primarily for armed duties and counter-insurgency operations, not for routine policing and crime control.
She further stated that no previous DGP has ever issued such an order. As per established practice, armed force personnel are deputed for crime-control operations only, not for clerical or administrative roles within police stations.
