A special drive was started by districts in mid-March for identifying people with disabilities, following an order by the state government’s to trace and prepare unique disability IDs for all such groups by March 31 in order to link them with different welfare schemes.

Officials at the state social welfare department said that currently, around five lakh people with disabilities reside in Jharkhand but around 2.74 lakh did not have a disability certificate. “The drive is aimed at mapping all such persons with disabilities,” an official said. The drive could not be conducted earlier owing to the pandemic, the official added.

Medical board were constituted for mandatory health check-up of the beneficiaries before issuing them a disability certificate.

“Once the medical board under the civil surgeon’s office certifies them, we have to enrol them on the national database(https://www.swavlambancard.gov.in/) for issuance of digital certificates and creation of their unique disability ID.”

Last year, the Centre mandated all states to digitise disability certificates for creating their unique IDs for the national database under the Swavlamban project.
