Jamshedpur, May 24: The Jharkhand government has enforced a complete ban on the keeping, sale, purchase, and breeding of aggressive dog breeds such as Pitbull, Rottweiler, and Dogo Argentino. The move is expected to impact dog lovers and pet owners across the state, especially in urban areas like Jamshedpur.
According to the new guidelines issued by the Animal Husbandry Department, keeping these breeds without official permission will attract legal penalties. Individuals found walking such dogs irresponsibly in public spaces or failing to adhere to safety norms can be fined. In some cases, pets may be seized, and legal action may be initiated under the Indian Justice Code, 2023, and the Prevention of Cruelty to Animals Act, 1960.
The state government has also made registration mandatory for all pet shop operators and dog breeders. Citizens have been urged to report any instances of illegal breeding or sales to the Animal Husbandry Department or the Municipal Corporation for immediate action.
The crackdown comes despite the Delhi High Court rejecting a similar ban imposed by the Central Government in March 2024, which prohibited the import, breeding, and sale of 24 aggressive dog breeds. However, Jharkhand has chosen to implement strict measures independently.
In Jamshedpur, where the pet community is sizable, there are currently around 40 Pitbulls and 30 Rottweilers, many of which are reportedly unregistered. This has raised concerns within the administration.
District Animal Husbandry Officer confirmed that there is a complete ban on owning dangerous breeds like Pitbull and Rottweiler. “Those who are currently keeping these dogs must take responsibility and follow the law. If violations are reported, strict action will be taken,” he said.
The new policy aims to enhance public safety and regulate dog ownership more responsibly across the state.
