Estimate spirals from Rs 33 cr to Rs 78 cr
Jamshedpur, December 12: The proposed solid waste management plant scheme on 40 acres in Samutola located in Khairbani village of Govindpur has not been able to get off the ground even after 16 years.
The plan to build a solid waste management plant in the city has been proposed since 2007.
Approval was given to build the treatment plant in the year 2009. Its DPR was Rs 33 crore 36 lakh. Now in the DPR of the newly prepared scheme, the cost has increased to Rs 78 crore.
In May this year, Adityapur Municipal Corporation was made the nodal agency of the scheme in place of Jamshedpur Notified Area Committee (JNAC). After the agreement in May, the work of demarcation and construction of the proposed site could not proceed.
The earlier proposed plan of garbage plant in Khairbani was cancelled by the government in the year 2013. The Urban Development Department ordered to prepare a fresh DPR of the plant. IK World Wide got the tender to prepare the DPR. IK World Wide Consultant Agency prepared a proposal at a cost of approximately Rs 78 crore, but the plan could not take off.
Due to opposition and controversy, the agency left the work in 2012. After the land was marked in Khairbani in 2010, the tender was done. About Rs 33.11 crore was also approved. JNAC received an amount of Rs 9 crore. In the year 2012, Subhash Marketing Project Limited (SMPL), a Delhi based contracting company, started the construction of Solid Waste Management Plant in Khairbani. Due to protest and controversy the executive agency stopped work.
The proposed Khairbani plant is now to be built at a cost of Rs 78 crore. Three agencies Q Bio Energy, Sukenda Infotech and MSGP Infra are working. The management of the plant has been handed over to Cube Adityapur Waste Management Private Limited. Under the agreement, the agency has to maintain the plant for 20 years. Apart from Adityapur Municipal Corporation, JNAC, Mango Municipal Corporation, Jugsalai Municipal Council and Kapali Municipal Council will benefit from the establishment of the plant.
There is a site of garbage dumping by JNAC, Tata Steel and Mango Municipal Corporation in the area of Marine Drive. About 387.98 metric tons of garbage is generated daily from the urban area of Jamshedpur. On an average, 0.59 kg garbage is generated per person. Due to lack of solid waste disposal system, the situation becomes difficult.
Municipal bodies do not have any arrangement for disposal. Barring a few efforts, there is no arrangement for solid waste disposal in Tata command area, JNAC, Mango or Jugsalai Municipality area.
