Ranchi, Nov. 26: It is a priority of the State Government to ensure that there is no misutilization of Police resources and that the latest tools in IT can be integrated in the fight against crime.
For this purpose, a meeting was held on 25th November, 2015 under the chairmanship of the Chief Secretary.
As a result of the systematic effort and review by the government in the past 6 months, a total number of 428 constables have been removed from bodyguard / houseguard duty. The Chief Secretary has directed that further review of persons deployed as bodyguards and house guards to be done every three months.
All pending unauthorised bodyguard deployment cases to be reviewed and action taken within a week.
Periodic review to be undertaken of deployment of bodyguards/ house guards. Provision of bodyguards to a person cannot be automatic but has to be based on the threat perception.
Home Guards deployed at various residences shall be relocated to Law & order or security duty.
No policemen should be deployed in any way as a household help in any officer�s house.
To ensure that the Jharkhand Police is able to incorporate Information Technology to act as a force multiplier in the fight against crime the following decisions were taken and directions given by the Chief Secretary.
Identification of data bases which are present with the State government which can be taken up for integration.
Formulating the procedural (administrative or legal) roadmap for allowing the access to various data bases and inter-linking between them with the added concern of ensuring security and privacy.
Creating an administrative and technical team which can ensure the successful implementation of this project.
To ensure that Jharkhand remains a frontrunner in the rollout of CCTNS of the Ministry of Home affairs, it was decided that by 31st March all FIR�s to be registered directly in CCTNS 1600 Investigators have been trained in CCTNS entry, the remaining 2000 to be trained immediately after the Panchyat Elections.
An online citizen portal �E-Samadhan� to be developed and launched by 31st March 2016 to allow for online services like Character Verification, Passport Verification etc. This will be linked to CCTNS.
