Jamshedpur, March 13: A special outreach program was held by the Central GST Ranchi Zone with various business representatives of the state.
On behalf of Singhbhum Chamber of Commerce and Industries (SCCI) Piyush Kumar Choudhary advocate and secretary tax and finance participated in the meeting and put various issues before the Chief Commissioner. He informed the Chief Commissioner about the harassment being done by the officers in the name of BIFA reporting. Based on the wrong data available with the department, several notices are being issued to the dealers and the same data is being sought again and again without any mistake. The Chief Commissioner Deepak Arora took immediate cognizance of the issue and asked Mahfuzur Rahman (Commissioner) Central GST Jamshedpur to look into the matter.
SCCI representative also informed that the department is not unblocking ITC in various cases for more than one year which is against the law. On which chief commissioner reprimanded the officials and ordered to bring such cases to their notice.
Piyush Choudhary apprised the Chief Commissioner about the need for constitution of GST Tribunal at the earliest. He also pointed out that the new provisions of ITC are black law especially for small dealers and requested the government to allow the dealers to take ITC on temporary basis even if the sellers do not show up. He also suggested that since the GST portal was not stable in the initial days, ITC should be allowed for the first two years based on the documents available with the dealers.
And for the subsequent period, section 16(4) should be amended and the buyer should be allowed to enter the bill details in GSTR 2 on his behalf which the seller has not filed. He requested that most of the disputes can be resolved in one go if the government allows all the dealers to amend the returns filed at least once.
