Jamshedpur ADC orders speedy disposal of mutation, demarcation cases and revenue target push

Review Meeting: 6,939 mutation applications received in January-June

Jamshedpur: A key review meeting concerning revenue registration, land reforms, and collection was held at the Collectorate Auditorium in Jamshedpur under the chairmanship of Additional Deputy Commissioner (ADC)  Bhagirath Prasad, following the directives of Deputy Commissioner Karn Satyarthi. The meeting was attended by Sub-Divisional Officer (SDO) Dhalbhum Shatabdi Majumdar, Ghatsila SDO  Sunil Chandra, and other concerned officials.

A significant portion of the meeting centered on the progress of mutation cases, a vital component of land administration. Officials shared that between January and June 15, 2025, the district received 6,939 mutation applications, out of which 3,245 cases have been successfully resolved — reflecting a progress rate of 46.76%. While acknowledging the efforts made so far, the ADC issued firm instructions to revenue officials to ensure the expedited disposal of pending cases within the stipulated time frame. In instances of rejection, officials were directed to clearly mention the justified reasons for the same, maintaining transparency and accountability.

In addition to mutation updates, the meeting reviewed progress on land demarcation, online rent collection, and preparations for Land Dispute Resolution Days. The ADC emphasized inter-departmental coordination and timely reporting to improve the overall efficiency of the revenue administration system.

With regard to land demarcation, out of 1,162 applications, 24% have been successfully completed. Among the pending applications, 274 are awaiting fee payment, 370 remain unprocessed, and 15% have been rejected. The concerned officials have been directed to expedite progress on the 370 pending demarcation cases and actively engage with applicants for faster resolution.

The meeting also reviewed the current status of amendments, RCMS updates, and online rent collection mechanisms. The ADC emphasized prioritizing the resolution of pending appeal cases and self-motivated mutation applications, instructing revenue staff to work with urgency and accountability.

Preparations for the upcoming Land Dispute Resolution Day and reports from recently conducted camps were also examined. The ADC stressed that police station-wise camps must effectively address the maximum number of land dispute grievances from the public.

In the revenue collection review, departmental performance was measured against annual targets. The following revenue collection progress was reported: Sales Tax Urban Circle: 15%, Jamshedpur Circle: 13%, Singhbhum Circle: 14%, Adityapur Circle: 14%, Excise Department: 13%, Registration Office: 14%. All Three Electricity Divisions: Above 20%, Transport Office: 19%, Urban Local Bodies: Approximately 20%. To bridge the remaining gap in annual targets, the Additional Deputy Commissioner directed all departments to prepare time-bound action plans for accelerating revenue recovery. He also emphasized inter-departmental coordination to speed up the process and ensure efficient execution.

The meeting concluded with clear directives for all officials to redouble their efforts in fulfilling targets and enhancing the effectiveness of revenue and land reform operations in the district.
