Jamshedpur: The district administration has taken stringent action against Double Down Bar in Bistupur following the sensational murder of Karni Sena youth leader Himanshu Singh outside the establishment, suspending the bar’s No Objection Certificate (NOC) over alleged lapses in security and law and order.
Dhalbhum Sub-Divisional Magistrate (SDM) Arnav Mishra issued an order suspending the NOC granted to the bar, directing that the establishment, located in Om Tower, remain closed until further orders. A copy of the order has also been sent to the Assistant Commissioner (Excise), East Singhbhum, for necessary legal action.
Security lapses cited as reason for suspension
According to the SDM’s order, the decision was taken after examining the investigation into the violent incident that occurred outside the bar on June 27 and the case registered at the Bistupur police station. The administration found prima facie lapses in maintaining law and order and ensuring adequate security at the premises.
The NOC, originally issued to bar operator Neeraj Singh in June 2017, has been suspended pending further orders. The murder has triggered widespread public outrage, with several social organisations demanding strict action against those responsible.
Late-night DJ events come under scanner
The investigation has also brought the bar’s entertainment activities under scrutiny. Officials found that a commercial DJ event titled “Tetrix”, organised as part of the “June Beat Bash”, was underway inside the bar on the night of the murder.
Promotional material recovered during the inquiry indicated that the bar had hosted a series of DJ nights throughout June, including performances by DJ Pooja on June 6, DJ Tamanna on June 13, Tatrix on June 17, Angita on June 20 and another Tatrix event on June 27, when the fatal attack occurred outside the premises. A scheduled programme featuring G-Root on June 28 was cancelled following the incident.
Excise, police verify permissions
The Excise Department and East Singhbhum police have launched a parallel inquiry to determine whether the bar management had obtained the required government permissions to organise commercial DJ events and use loudspeakers during late-night hours.
Officials are also examining whether any licensing conditions or operational guidelines were violated. The findings of the investigation are expected to determine whether further legal and administrative action will be initiated against the bar management.
