Portuguese team visits Steel City under EU funded IURC program
Tata Steel to share best case of organizational public administration system
Jamshedpur, April 21: A 3-member delegation from Alto Minho in Portugal visited Jamshedpur from April 18 to 21, 2023. This was as part of the ongoing cooperation between Alto Minho and Jamshedpur under EU funded IURC program where the two cities have signed an agreement to mutually cooperate and exchange best practices in various areas of urban services including solid waste management and principles of public administration.
The group comprised of Constantino Azevedo, Sandra Estevens and Celestina Oliveira De Barros. On first day of the visit, the Portuguese group met the team of Corporate Services, Tata Steel comprising of Pranay Sinha, Varun Bajaj and Vaibhav Gupta along with the MD of Tata Steel UISL, Rituraj Sinha and his team comprising Sanjeev Jha and Manoj Shekhawat.
Both the teams exchanged various town management practices with specific focus on solid waste management, water management, water, waste wateretc. The group then made a site visit in the city to explore various urban services such as roads, parks, water waste water, solid waste management, roads etc.
On the second day of the visit, both the cities have rounds of discussions and brainstorming sessions on various topics such as solid waste management, water, waste water and other municipal services that Tata Steel has been providing through TSUISL to the citizens of Jamshedpur. In addition to providing a broad overview of Jamshedpur city, the officers ofTata Steel and TSUISL have also discussed the practical issues, challenges that the utility company has been facing on day to day basic to provide the services to its citizens. The performance of Jamshedpur city against various standards and parameters regarding the delivery of various urban services has been discussed and appreciated by the Portuguese team. The team has made some site visits on the second day which included – Municipal Solid Waste facilities, public parks, biodiversity parks and other parks in the city which is managed by a dedicated team in the horticulture department of the city.
On the third day of the visit, the Portuguese team has performed various site visits to understand the entire value chain of solid waste management in Jamshedpur city including – door to door collection, source segregation, transfer stations, various waste processing sites, dumping site and learnt the entire waste management cycle. In addition, the team has also visited water treatment facilities, waste water treatment facility, citizen service center(JUSCO Sahyog Kendra) and integrated command and control center.
The team from Portugal was very impressed by the services that the Tata Steel is providing through TSUISL and for embracingthe challenges of providing best services to the citizens. The team has in particular liked the performance on key services which have been exceptionally been managed in the city – door-to-door collection of waste, removal of legacy waste, RDF facility. In addition, the team has also admired the performance of TSUISL on various key indicators such as NRW, satellite observation of key parameters of raw water and finally the command-and-control center which has been observing all the services quite efficiently. It was very impressive to see the customer service center which has been continuously working to address the complaints for various services but also improving upon the complaint management system.
Finally, it has been agreed that Alto Minho will support Jamshedpur in implementing the waste deodorization technique in one of the waste management plants which may be replicated in other plants as well. All the necessary information including the technical specifications will be shared by Alto Minho team. On the other hand, Tata Steel has agreed to share the best case of the organizational public administration system. Both the cities will share the key specifications on the respective best practices so that implementation may take place. EU funded IURC project will continue facilitate the cooperation between the two cities through exchange of information, participation in relevant events and promotion of the cooperation between the two cities through various national / international events.
