Jharkhand Assembly speaker highlights record productivity as budget session ends a day early

Ranchi: The budget session concluded on Wednesday, a day ahead of its scheduled end, with Speaker Rabindra Nath Mahato outlining key achievements and overall performance of the House. The session wrapped up after 17 working days, as proceedings were held on a previously designated holiday, allowing early closure.

Addressing the House, Mahato said the session was highly productive, useful and significant, with active participation from both ruling and opposition members. He noted that proceedings were conducted with discipline, cooperation and respect for democratic traditions.

He highlighted legislative efficiency, stating that against a scheduled 66 working hours, the Assembly functioned for nearly 74 hours, achieving about 112 percent productivity, which he described as a record.

On legislative business, he informed that 242 starred questions were admitted, with 62 answered in the House, while 758 unstarred questions were raised, of which 57 received responses. Additionally, 72 attention notices were taken up, with 55 answered, 96 petitions were received and 400 zero hour notices were accepted.

Speaker Mahato also underlined passage of two key financial bills, including the third supplementary budget for 2025–26 and the state budget for 2026–27, with a total outlay of Rs 1,58,560 crore. He said the budget would play a crucial role in accelerating overall development of the state.

Mahato mentioned passage of the Jharkhand State University Bill, 2026, aimed at bringing uniformity, transparency and efficiency in functioning of universities, while improving quality of higher education and promoting research and innovation.

Highlighting technological advancements, Speaker Mahato said partial implementation of the National e-Vidhan Application (NEVA) system marked a major step towards digital governance. Members were able to submit notices online, and official documents were made available digitally in advance, improving accessibility and transparency.

The session remained largely peaceful, with proceedings running smoothly and only a brief adjournment of 30 minutes during question hour, reflecting orderly conduct of the House.
