Allocated funds should not lapse: CM to Rural Works Department

Jamshedpur: Chief Minister Raghubar Das today directed the rural works department to properly and completely utilize the funds allotted to it in the current financial year.

He issued the directive during a review meeting convened by him with the view to analyze projects selected in Gram Sabha meetings across the state.

Das advised the rural works department officials to make provisions for budgetary allocation for the projects selected by Gram Sabhas in the upcoming Budget of the state. Plan and non-plan budgets will be merged in the coming Budget, he said, adding that a list of works carried out by the various departments of the state government should be prepared district wise.

The CM warned contractors and engineers against constructing roads of poor quality. He said such contractors will be blacklisted and action will be taken against such engineers.

The CM addressing officials of the Rural Development Department, Rural Works Department, Panchayati Raj Department and NREP said the budgetary allocations should be utilized to achieve the goals.

Das said it was important for self help groups to go into active mode for the development of villages. He said the self help groups or Swayam Sahayata Samooh should be known as Sakhi Mandal.

�Sakhi Mandal members should be given training in horticulture, goat rearing, piggery and poultry farming. Basic infrastructure will be provided to those resorting to poultry farming involving more than 400 hens. This way the farmers will be able to supply eggs in schools.

A breeding centre will also be established at District Science Centres in each district. The breeding centres will supply chicks to Sakhi Mandals for poultry farming,� said the CM.

The CM said the state government was soon going to recruit a Project Management Consultant for implementing micro irrigation projects being run in Jharkhand with the assistance of Japan.

He said the geography of Jharkhand was suitable for water harvesting projects. He said the Rural Development Department had been directed to form an Authority to expedite water harvesting projects in the state.

The CM asked Panchayati Raj department officials to complete the construction of 4000 panchayat buildings by March next year and complete the remaining 404 panchayat buildings by June.

The officials have also been asked to complete by elections in the panchayats.
