TAC subcommittee discuss problem faced in availing loans for tribals

Ranchi, December 23: A meeting of the sub-committee of the Jharkhand Tribal Advisory Council (TAC) was held to remove the difficulties being faced by the Scheduled Tribes in taking education loan, home loan, agricultural loan and other loans on Thursday.

The following decisions were taken in the meeting held in Ranchi under the chairmanship of MLA Stephen Marandi who is also chairman of Jharkhand Tribal Consultative Council Sub-Committee.

Due to being the first meeting of the sub-committee, as per the provision of “Chhotanagpur Tenancy Act-1908 and Santhal Pargana Tenancy Act-1949, due to the prohibition on sale and purchase of land of Scheduled Tribes, there were difficulty in availing education loan, home and agricultural loans and other loans, the sub-committee unanimously visited the adjoining ST-dominated states of Jharkhand state and Chhattisgarh for in-depth study regarding the loans being made easily available by banks to the tribes there. It was decided to visit the states of Orissa, Madhya Pradesh and Rajasthan.  
In this regard, the departmental secretary and tribal welfare commissioner were requested by the committee to get detailed information in this regard by coordinating with those states.

It was also unanimously decided by the sub-committee that after visiting the three tribal-dominated divisions of Jharkhand state, namely, Santhal Pargana, Kolhan and Chotanagpur divisions, a meeting should be convened at the divisional level, in which the deputy commissioners of the respective districts, all the banks general manager level officers, lead district managers of districts, knowledgeable advocates and intellectuals of scheduled tribes should be invited. The officers of the banks should be directed to participate in the meeting with the report regarding the loan and recovery of loans made by them to the Scheduled Tribes.

The decision taken in the meeting held recently under the chairmanship of Chief Minister related to providing loans to the Scheduled Tribes community and the Finance Department should be requested to provide the updated report received from the banks for the same.

Tribal Welfare Commissioner, Jharkhand,  was directed by the committee to publish an email ID and Whatsapp number through newspapers to get suggestions from the Scheduled Tribes community of Jharkhand, on which the difficulties and problems being faced in relation to getting loans and suggestions for its solution can be received.
