Solid Waste Management Act-2016 to be implemented in Jharkhand

Advisory committee to be formed, meetings every three months

Ranchi/Jamshedpur: The Jharkhand government has announced the implementation of the Solid Waste Management Act-2016 across the state. An advisory committee, led by the departmental secretary, will be formed and meetings will be held every three months to ensure proper waste management in all municipal areas.

Responding to a private resolution by Jamshedpur West MLA Saryu Roy, Urban Development Minister Sudivya Kumar informed the Assembly that solid waste management plants have been established in 10 municipal bodies, while 23 others are in the process of implementation. Work orders have been issued for seven, while one has completed the tender process and DPRs are being prepared for eight others.

The minister stated that under the Swachh Bharat Mission (Urban), solid waste management plans have been executed in Deoghar, Giridih, Chakulia, Pakur, Ranchi and other municipalities, ensuring centralized waste segregation and recycling. However, he admitted that no municipal body in the state is fully complying with the Act’s provisions.

MLA Saryu Roy emphasized that merely setting up waste management plants is not enough. He stated, “The system must include household waste collection, segregation and recycling. Biodegradable, non-biodegradable, hazardous, electronic and battery waste must be separated at the source.” He further urged that high-rise buildings should handle their own waste management and that district collectors should allocate land for waste processing while collaborating with nearby industries for energy utilization.

He also revealed that the state has a Rs 1,114 crore special fund for waste management and that Jharkhand generates 2,206 tons of waste daily, with 31.25 lakh tons of legacy waste piled up in 41 locations. He urged the government to take immediate action to address the issue.
