Seraikela: State Rural Development Minister Neelkanth Singh Munda here on Thursday appealed to the panchayat representatives of Seraikela-Kharsawan to organize gram sabha (village meetings) on the basis of local necessity and priority and publicize the development schemes selected by them.
Munda, addressing a meeting organized to review the development schemes being run in the district under the 14th Finance Commission, said that some of the panchayats in the district faced challenges. He however said that the problems could be resolved if the panchayat representatives work by giving priority to local needs.
“The funds provided to the panchayats belong to the villagers. They should be utilized by holding gram sabhas. Work should be completed by setting up goals and following guidelines. The public representatives should not get any work done through their relatives or kin. They should instead get it done through local villagers and inform the district administration in case any difficulty arises,” said the minister.
Munda said the fourth installment of the 14th Finance Commission-recommended funds will soon be released. He advised junior engineers, panchayat secretaries and panchayat sevaks to visit their areas. He asked them to get the data entry work done on a timely basis.
Munda warned the panchayat secretaries against slackness in spending funds. He asked the Mukhiyas to work from 10 am till 1 pm in the Panchayat Secretariat. He said the salaries of panchayat secretaries will be withheld in case the funds were not fully utilized.
The minister directed the DC Ramesh Gholap to take immediate action on complaints coming from panchayats and blocks. He said Seraikela-Kharsawan stood ahead of all districts reviewed so far by him.
Also present on the occasion was the Rural Development Department secretary Vandana Dadel. She said a training programme will soon be held for panchayat representatives. An orientation programme will also be held in May. She stressed on holding regular gram sabha at the Panchayat Secretariat.
