Jamshedpur: In a significant development, the Urban Development Department of the Jharkhand Government has come under scrutiny as it unilaterally issued a notification declaring Jamshedpur as an industrial city. Jamshedpur East MLA Saryu Roy, in a press statement released today, strongly condemned the move, asserting that the notification is both unconstitutional and illegal.
The Urban Development Department’s notification, allegedly claiming approval from the Governor, has raised eyebrows due to a lack of adherence to proper procedures. According to sources, the relevant file was not submitted to the Governor for approval, and instead, orders to designate Jamshedpur as an industrial city were issued independently by the department.
Saryu Roy, in a telephonic conversation with Vinay Kumar Choubey, Secretary of the Urban Development Department, disclosed that the file was not forwarded to the Governor for necessary orders. The Council of Ministers’ resolution, presented as issued by the order of the Governor, is now under scrutiny for its apparent lack of procedural legitimacy.
Roy emphasized that the declaration of Jamshedpur as an industrial city is not a mere executive decision but a crucial policy matter governed by constitutional provisions. Referring to Article 253Q of the Constitution, he highlighted that the Governor has the exclusive right to declare a city wholly or partially as an industrial city, taking into consideration the provision of civic amenities.
Expressing concern over the government’s actions, Roy pointed out that the Urban Development Department notified the resolution without seeking any order or consultation from the Governor. This, he argued, constitutes an unauthorized attempt and a clear violation of the Constitution.
