Prohibitory Orders imposed around ahead of ‘Rail Roko’ stir in Jamshedpur

Jamshedpur, Sept 19: The Sub-Divisional Magistrate (SDM) of Dhalbhum, Chanderjeet Singh, has issued a prohibitory order under Section 163 of the BNSS Rules in view of the proposed “Rail Teka or Rail Roko” movement scheduled from September 20, 2025. The movement has been called by agitators demanding the inclusion of the Kurmi/Kudumi community in the Scheduled Tribe (ST) list and the recognition of the Kudmali language in the Eighth Schedule of the Constitution.

According to official information, protesters have threatened to halt train operations indefinitely at around 100 railway stations across Jharkhand, West Bengal, and Odisha. In the Dhalbhum subdivision area, possible disruptions have been anticipated at Tatanagar, Govindpur, Haldipokhar, and Rakha Mines railway stations.

Key Restrictions

To ensure smooth rail operations and maintain public peace, the following restrictions have been imposed within a 100-meter radius of the identified railway stations:

  1. No Protests or Dharna: Demonstrations, sit-ins, effigy burning, or any form of agitation are strictly prohibited.

  2. Ban on Weapons: Carrying sticks, bows and arrows, axes, spears, or any other weapon will not be allowed.

  3. Loudspeaker Restrictions: The use of loudspeakers without prior permission is prohibited.

  4. Ban on Large Gatherings: Assembly of five or more persons with the intent to cause disturbance will not be permitted.

  5. Exemptions: The order will not apply to on-duty magistrates, police officers, medical staff, or accredited media personnel.

Validity of Order

The prohibitory order, passed ex-parte since immediate service of notice was not possible, came into effect on the afternoon of September 19, 2025. It will remain in force until the conclusion of the Rail Teka or Rail Roko movement.

Administration’s Stand

SDM Chanderjeet Singh stated that the order was essential to prevent any disruption to law and order in the region. “The prohibitory measures are aimed at safeguarding public peace and ensuring uninterrupted rail operations,” he said.

With rail services expected to face disruption across three states, the administration has urged people to cooperate with the law and avoid participating in unauthorized gatherings near railway premises.
