Ranchi, Oct 8: Chief Minister Raghubar Das suggested the secretaries of different departments to share the best practices of their career among themselves to avail consolidated benefit of one -another’s experience.
He said that people working in the concerned fields should be consulted before preparing the budget and it should be farmer, poor people women oriented so that the objectives set by the govt. could be obtained.
First time in the state, the govt. is proposing gender budget in which at least 30% or more amount will be earmarked for the women in the socio-economic schemes. CM said it while dedicating “Mera Budget” portal to the people in his office chamber of Project Building. Anyone can suggest on the portal regarding execution of budget & schemes by logging in with one’s mobile number.
The presentation has been prepared by Planning –cum-Finance Department. The following points are proposed to make the next budget people oriented. (i) ‘Mera Budget Link’ for the people’s suggestions “Gender Budget” for schemes, “Outcome Budget” for women empowerment and “Zero based Budget” for review of the schemes have been prepared.
The CM said that for the first time the govt. has adopted proper budgeting process to channelize the schemes. He said that the state officers will ensure little misuse of people’s money so that the real goal of the schemes can be achieved.
Praising the team work spirit of the Jharkhand bureaucrats, the CM said that the Prime Minister himself praised the spirit of the officers & staff of Jharkhand. He said that Jharkhand has become the optimum state for investment owing to these endeavors.
He said that the people of the state want speedy development and we will achieve this. He advised to use IT to a maximum extent to eradicate bribery, middleman ship and ensure transparency in the system. He said that a pre-budget discussion will be held with stake holders and concerned-experts on Commissionery level.
Principal Secretary, Planning –cum-Finance Mr. Amit Khare said that 31 schemes have been implemented & 17 are in the pipeline out of the announced 48 schemes in the 2015-16 budget by the CM. He laid stress on inter-departmental coordination proposal before budgeting. He said that this budget should be outcome budget targeted to achieve physical & financial goals.
In the current financial year 2015-16, Rs. 9157.04 crore has been expensed on plan heads which is 29% of total Plan budget of Rs. 31,690.59 crore. Comparing the expenses, Mr. Das said that though it is more than the last year’s expenditure, but we should endeavor to ensure 40 % expenditure. A department wise review is proposed by the CM after Dushara.
The total revenue collection is 6136.80 crore which is 30.5% of the targeted 20,200 crore.
In the meeting Development Commissioner–cum- Additional Chief Secretary. R.S. Poddar, Principal Secretary to the CM Sanjay Kumar and principal secretaries/ secretaries of different dept. were present.
