JNAC zeros 46 buildings involved in violation of basement norms

Jamshedpur: The Jamshedpur Notified Area Committee (JNAC) has zeroed in 46 buildings under its command involved in rampant violation of basement norms . The urban civic body has started working out strategy to take action against the violators in a meeting which has been scheduled to be held at the East Singhbhum deputy commissioner’s office tentatively on July 10. The special officer JNAC, Deepak Sahay said that the action against the builders will be taken.

He said that JNAC has decided to take steps against unruly builders. �We will act against them and ensure that the rules and norms would be maintained in construction,� he stated. The special officer pointed out that the violation of basement norms has been committed at the marketing complexes and residential apartments in Bistupur, Sakchi, Kadma and Sonari.

Acting tough against the erring builders, the Jamshedpur Notified Area Committee (JNAC) authority had demolished deviated portion of an apartment building at a posh locality at Dhatkidih in Bistupur. Located close to the Beldih lake, Victoria Apartment, which has an approved building plan for ground plus three, the flat owners have been staying since the past one decade. But the builder, Tariq Ahmed Khan, wanted to churn extra bucks by building two additional floors.

As per the basement norms of the National Building Code, 85 percent of the space in a basement has to be used for parking purpose and remaining 15 percent space has to be used for keeping private security guards and generator sets.

“We had recently carried out a survey of such buildings which had been taken to task for using the parking in commercial purpose in 2011. There were several buildings which had been served notices before either the unauthorised structures in the basement of the buildings were demolished or sealed,” the special officer said.

“During the recent survey we found that many of those who had given in written undertaking that they would set their basement free from shops and office premises are yet to vacate the basement. This is why we have decided to start a fresh drive against such builders who are violating the building rules and have allotted shops in the basement,” an official.

Notably, the civic body had in March 2011 served notice to as many as 52 building owners, and forcibly vacated the parking area in over two dozen of such buildings by demolishing the structures set up on the parking. Apart from demolishing the unauthorised structure in the parking of the building, the civic body had also sealed basement of about 25 basement where shops had been set up in place of parking.

As a result of the action, several building owners had approached the JNAC by submitting affidavit that they would provide parking at the basement by demolishing the shops on their own initiative. But, most of the builders did not comply with the undertaking.

The official informed that the first phase the civic body will vacate the basement of those buildings which had already been served notice in 2011. He said after the first phase is
completed, they would start fresh survey to see if any other building owner has violated the basement norms.

“The size of the basement is determined by the civic body during the period when building plan is passed. The basement of each and every building must be as per the approved building plan,” said the special officer.
