Ranchi, Feb 21: Chief Minister Raghubar Das today announced the formation of Jharkhand Investors’ Board with the view to implement all MoUs signed during Momentum Jharkhand Global Investors’ Summit recently held at Khelgaon.
As per the proposal, the CM will be the Chairman of the Investors’ Board and the Chief Secretary will be its Vice-Chairman. The Chairman will conduct the meeting every month and the Vice Chairman, every week.
Principal Secretaries and Secretaries of departments will be the members of the Board. The obstacles in implementations of the signed MoUs will be sorted out in these meetings.
Das said that likewise, Global Investors’ Committees will be formed at district level which will be monitored by Industry Director. “The government will try to implement at least 170 MoUs out of total 210 signed during Global Investors’ Summit in one year’.
Every department will appoint a nodal officer for the implementation of proposals. DIC will work like a Single Window System. The DIOs will be the nodal officers. They will play the role of coordinators to industrialize the district. The Government will deal strictly with the careless officers,” he said.
The CM said that despite global economic crisis, India has kept her pace of development. “International investors want to invest in our nation. We need to attract the investors in Jharkhand. He said that the government’s credibility inspires the entrepreneurs to invest and GoJ has maintained it successfully,” he said.
Das also reviewed the financial budget of 2016-17 and 2017-18. By 20th February last, 70.45% of funds were used under total planned expenditure of Rs. 36,673 crore. During 2015-16, Rs. 18,981 crore was spent which was 63% of total planned expenditure. In the current FY, 15 departments had spent more than 60%. Seven departments have spent between 60 and 40%. Special work officer Sunil Kumar Sinha has been appointed nodal officer to sort out problems related with treasury. The CM laid stress on cent percent expenditure of funds.
Governor has given its consent to the Budget Appropriation Bill 2017-18. A meeting on Rajya Yojana Pradhikrit Samiti (State Plan Authorization Committee) has been started. Altogether 38 proposals worth Rs. 4,009.13 crore have been recommended in Rajya Yojana Pradhikrit Samiti. The meeting of Rajya Yojana Pradhikrit Samiti will start from Thursday so that new schemes can be approved.
Das said that the sealed food packets should be provided to 68,000 schedule tribe (ST) families from 1st April, 2017. He said to look into the position of PL account use and physical inspection of works under planned heads. The CM said that year 2017 is a turning point in the history of Jharkhand and thanked all those involved in organizing the Global Investors’ Summit.
CS Raj Bala Verma, Additional CS Amit Khare, all Additional CS, PS and Secretaries were present in the meeting.
