Several key decisions at Jharkhand cabinet meeting chaired by CM Champai Soren

Ranchi, June 19: The Council of Ministers meeting, held under the chairmanship of Chief Minister Champai Soren, witnessed the approval of several crucial decisions aimed at bolstering the state’s development and governance. The meeting addressed a wide range of issues, encompassing education, infrastructure, judicial services, law enforcement, and taxation, among others.
Education and Digital Governance: In a major move to promote digital governance in the realm of higher and technical education, the Cabinet granted administrative approval of Rs. 20.95 crore for the development, maintenance, hosting, and implementation of various portals. These portals include the Pay Fixation & Verification System, Learning Management System, Centralized Portal for the DHTE-GoJ, Private University Management Portal, Anudaan Vitt Rahit Colleges Portal, CM Fellowship Application Portal, and Apprenticeship Management Portal. Additionally, the implementation of NAD/ABC as per NEP 2020, Learning Management System, and e-Samarth ERP System through CSC Learning Co-ordinators was approved, along with necessary support for digital governance in universities and colleges across Jharkhand.
Infrastructure Development: Recognizing the importance of educational infrastructure, the Cabinet granted administrative approval of Rs. 39.15 crore for the construction of a degree college at Rajnagar in the Seraikela-Kharsawan district under Kolhan University, Chaibasa. Similarly, an equal amount of Rs. 39.15 crore was approved for the construction of a degree college at Gamharia in the same district, also under Kolhan University.
Judicial Services and Law Enforcement: In a significant move, the Cabinet approved the formation of the Jharkhand Senior Judicial Service (Recruitment, Appointment and Service Conditions) (Amendment) Rules, 2024, streamlining the appointment and service conditions of senior judicial officers. Furthermore, the Director General of Police Commendation Disc was approved, recognizing outstanding service in law enforcement.
Energy and Transportation: The Cabinet gave its approval to postpone the construction work of the 1500 MW Luguburu Pahad Pump Storage Project proposed by the Damodar Valley Corporation. In the transportation sector, amendments to the Jharkhand Home Guard Corps (Non-Gazetted) Service Rules, 2015 and Jharkhand Home Guard Corps (Non-Gazetted) Service (Amendment) Rules, 2022 were approved. Additionally, a one-time waiver of penalties for tax defaulter vehicles was approved in light of the Jharkhand Motor Vehicles Taxation Act, 2001.
Personnel and Administrative Reforms: Addressing personnel matters, the Cabinet approved necessary amendments to Resolution No. 2013, dated 10.04.2023, regarding promotions for retired officers from the due date, following the ban on promotions imposed by the Personnel Department. Furthermore, the Cabinet approved the inclusion of “Caste Survey” as a responsibility of the Personnel, Administrative Reforms and Official Language Department, Jharkhand, in the First Schedule of the “Jharkhand Executive Rules, 2000.”
Finance and Audit: In the financial domain, the Cabinet approved the presentation of the Compliance Audit (Revenue) Report of the Comptroller and Auditor General of India for the year ended on March 31, 2021, the Compliance Audit Report for the year ended on March 31, 2022, and the State Finance Audit Report for the year ended on March 31, 2023, on the table of the Jharkhand Legislative Assembly in the next session. Additionally, the Directors of the newly formed Pension and Accounts Directorate, Treasury and Institutional Finance Directorate, and Audit Directorate under the Finance Department were declared as Heads of Departments.
Other Decisions: The Cabinet also approved the regularization of services for retired clerks Shri Janmjay Prasad Singh and Shri Chandrashekhar Prasad Sinha, following court judgments. Furthermore, reimbursement of Rs. 45.29 lakh for follow-up treatment at MGM Hospital Chennai after the lung transplant of Late Jagannath Mahato, the then Minister of School Education and Literacy Department and Excise and Prohibition Department, was approved. Lastly, amendments to the Jharkhand Statistics Cadre Rules 2011 (as amended 2022) under the Planning and Development Department and the regularization of one employee appointed on daily remuneration/lump sum remuneration in the same department were approved.
