Jamshedpur: In preparation for the vote counting of all six assembly constituencies in Purbi Singhbhum district, scheduled for November 23, comprehensive training sessions for micro observers and re-sealing teams were held at Michael John Auditorium, Bistupur. The training was conducted in two shifts as per the directives of District Election Officer (DEO) Ananya Mittal. The sessions focused on ensuring the transparency, accuracy, and integrity of the counting process.
The training sessions were addressed by DEO Ananya Mittal and Project Director ITDA, Deepankar Chaudhary. They emphasized the critical role of micro observers in maintaining fairness during the counting process. Other senior officials, including ADM Law and Order Aniket Sachan, Executive Magistrate Mrityunjay Kumar, and Executive Officer District Council Dr. Rajnikant Mishra, were also present to oversee the sessions and provide guidance.
In his address, DEO Mittal highlighted the following: Key Responsibilities: Micro observers are tasked with closely monitoring the counting process to prevent irregularities and ensure compliance with the Election Commission’s guidelines.
Transparency and Vigilance: Strict monitoring of the entry and exit points of the counting hall and thorough verification of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs) are paramount.
Documentation and Reporting: Observers were instructed to submit all necessary documents and reports promptly and to maintain discipline throughout the process.
Cooperation and Coordination: Mutual collaboration among officials is vital to ensure the smooth execution of the counting process.
Master trainers provided a detailed overview of the entire counting process. They explained the roles of micro observers at each stage, from vote tallying to dispute resolution. Special emphasis was placed on the following: EVM and VVPAT Handling: Step-by-step guidance on matching EVM results with VVPAT slips to ensure accuracy. Precautionary Measures: Procedures to avoid errors or irregularities during counting. Dispute Management: Handling and resolving disputes effectively while adhering to the protocol.
The trainees were encouraged to clear their doubts during an interactive Q&A session. This helped ensure clarity on their responsibilities and boosted their confidence in performing their duties.
DEO Mittal reiterated the importance of micro observers in ensuring a credible and transparent election process. He stressed that their vigilance would contribute significantly to maintaining public trust in the electoral process.
The training sessions concluded with a call for commitment and professionalism, emphasizing the collective responsibility of all officials involved in the vote counting process. The re-sealing teams were also briefed on their role in safeguarding the integrity of EVMs post-counting.
