Jamshedpur: In a significant step toward understanding and improving the living conditions of Particularly Vulnerable Tribal Groups (PVTG) in the district, the East Singhbhum administration has launched an extensive survey under Project Utthan.
A preparatory workshop was organised at the Women’s University Auditorium on Tuesday, attended by Deputy Commissioner Karn Satyarthi, Deputy Development Commissioner Nagendra Paswan, District Planning Officer Mrityunjay Kumar, and all Block Development Officers.
Addressing the gathering, the Deputy Commissioner described the exercise as an important collaboration between the administration and the academic community. “You are not only students but also aware citizens. Your observations will lay the foundation for an action plan that truly reflects ground realities,” he said, urging participants to report findings honestly and with sensitivity.
Highlighting the challenges faced by PVTG families, he noted that despite several targeted welfare schemes, these communities remain among the most deprived. “The government does not consider them primitive but recognises their vulnerability. If we look away after identifying a problem, no society can progress. This effort is to understand and address the issues decisively,” he added.
As part of the survey, 18 teams comprising 104 girl students from the Economics, Political Science, Geography, and History departments of Women’s University, Jamshedpur, will visit all blocks of the district. The teams will engage directly with PVTG households to document their socio-economic status, access to government benefits, and priority needs.
Deputy Development Commissioner Nagendra Paswan explained that the collected data will form the basis for more effective planning and implementation. “We aim to ascertain whether schemes are reaching villages in reality. The ultimate objective is to prepare policies grounded in factual evidence and genuine requirements,” he said.
Officials underscored that the survey findings would help measure the impact of ongoing welfare programmes, including housing, health, nutrition, and livelihood initiatives targeted at PVTG families.
The survey teams will begin field visits block-wise in the coming days. The administration has assured all logistical support to facilitate smooth execution of the exercise.
