Ranchi, February 26: Jamshedpur East MLA Saryu Roy raised the issue of ownership rights to the settlements of Jamshedpur during the budget session of the assembly on Monday.
“The minister in-charge. Rameshwar Oraon responded to my attention, in which he admitted that 86 illegal settlements have been separated from the lease land in Schedule-5 of the Tata Lease Renewal Agreement,” claimed Roy in a media statement.
“ Accordingly, 86 settlements were surveyed. The survey revealed that approximately 1800 acres of land contained in 14,167 plots has been leased out. There are 17,986 houses built in it, whose area is about 1100 acres,” the release further said.
“He said that the erstwhile Raghuvar Das government has taken a decision that up to 10 decimals of land will be provided on lease, which is for the entire Jharkhand and is also applicable in Jamshedpur,” further claimed Roy.
“When the survey was conducted at the time of Tata lease renewal agreement in 2005 and it was proved that 17986 houses were inhabited on about 1100 acres of land, that is, adverse possession of the residents on their houses was proved, then as per the decision of the Supreme Court, ownership should be given to the residents,” Roy further asked in the assembly.
“I asked that if a resident’s house is built on 15 decimal, 20 decimal and as per the decision of the previous government, only 10 decimal land will be given on lease to him, then will the structure of his house built on the remaining land be broken?”
“The Minister in charge said that no part of the land on which the house is built will be broken,” said Roy.
“I clearly told the Minister that the decision of the previous government to give lease rights on only 10 decimal land in lieu of ownership rights is the biggest obstacle in the path of ownership rights, but he did not deny it. Now, once the Jharkhand government has agreed to give out the lease of 10 decimals, it is believed that the owner of the land on which the house is built will have the entire possession,” said Roy.
