Jamshedpur, Mar 6: Work at the Rural Development Department, Special Division, Jamshedpur, has been stalled for over a month following the retirement of the Executive Engineer (EE) on January 31, 2025. Since then, the post has remained vacant, causing administrative and financial disruptions.
On February 16, Deputy Commissioner (DC) Ananya Mittal temporarily assigned the charge to Pankaj Kumar, EE of the Minor Irrigation Department. However, he was not granted financial powers, leading to a delay in salary payments for 56 officers and employees of the division. With major festivals like Holi and Eid approaching in March, employees are facing financial difficulties due to the non-disbursement of their February salaries. The delay has also halted the income tax deduction process, adding to their concerns.
Beyond salaries, other critical financial operations have also been affected. Departmental funds, which need to be surrendered if unspent, remain stuck due to the absence of an authorized official. Additionally, the budget proposal for the financial year 2025-26 has not been sent, potentially disrupting future planning.
Meanwhile, two employees—one from the third-class category and another from the fourth-class category—are set to retire in March. However, without the EE’s signature, processing their retirement benefits has become uncertain, leaving them anxious about their future.
Frustrated by the prolonged delay, employees have urged the DC to make a permanent appointment for the Executive Engineer’s post at the earliest. They stress that without a resolution, administrative work will remain paralyzed and pending financial matters will continue to cause distress.
