Jamshedpur: A meeting of the District Coordination Committee was held at the Collectorate Auditorium under the chairmanship of Deputy Commissioner (DC) Karn Satyarthi. During the meeting, detailed discussions were held on inter-departmental issues hindering the timely implementation of schemes run by various departments. Relevant departmental officers were given necessary directions to ensure mutual coordination and to execute these schemes on the ground.
The meeting featured a detailed review of problems related to:
- Basic civic infrastructure and facilities.
- Demolition of dilapidated buildings.
- Infrastructure and facilities in educational institutions.
- Services provided through Anganwadi centres and the transition of Anganwadi children.
- Health check-ups for children in residential schools.
- Drinking water issues and water supply schemes in view of the upcoming summer.
The Deputy Commissioner stated that government schemes are operated with specific target groups in mind; therefore, it is essential that they are implemented correctly, timely, and transparently so that beneficiaries receive the intended benefits. He directed officers to regularly visit worksites to resolve obstacles and monitor progress.
For a responsible and sensitive administration, the DC directed all BDOs (Block Development Officers), COs (Circle Officers), and regional officers to:
- Spend the first half of at least 3-4 days a week in the field.
- Take personal initiative to streamline civic issues, government schemes, and the functioning of government institutions to make them more citizen-centric.
- Resolve minor civic problems on the spot so that the general public does not have to make unnecessary trips to government offices.
The DC expressed concern that despite being linked to financial inclusion schemes, beneficiaries in rural areas are not receiving the expected benefits. He remarked, “Initiatives should be taken to change the lives of citizens, not just for the sake of statistics.” Regarding pension and insurance schemes, the review revealed that while many have registered, they failed to receive benefits on time due to a lack of awareness about the renewal process. He directed that schemes be publicized among rural beneficiaries and that banking services be delivered to their doorsteps through Bank Sakhis and Bank Correspondents.
The Deputy Commissioner instructed all heads of offices to:
- Improve work systems for a better work culture.
- Review office management daily.
- Work with discipline, behave appropriately with citizens, and ensure better utilization of human resources.
- Regularly monitor services and facilities provided to citizens through their offices.
- All DDOs (Drawing and Disbursing Officers) were directed to pay special attention to the financial management of their offices.
Attendees: The meeting was attended by the Deputy Development Commissioner, SDM Dhalbhum, Special Regulation Officer, Deputy Municipal Commissioner (JNAC), DTO, District Welfare Officer, Establishment Deputy Collector, engineers from all technical departments, BDOs, COs, LDM, DPM JSLPS, and other concerned officials.
