Ranchi: In an unprecedented event in the history of Jharkhand, a Naxalite surrendered and was immediately sent to an open jail on the same day. Naveen Yadav, also known as Sarvjeet Yadav, who had a reward of Rs 15 lakh on his head, voluntarily surrendered to Chatra Police on Wednesday. This remarkable development was made possible through an amendment in the Open Jail cum Rehabilitation Camp Rules under the current surrender policy.
For the first time, the jail doors opened to a Naxalite on the very day of surrender.
The Jharkhand Police has been appealing to Naxalites to abandon the path of violence, surrender, and embrace the new surrender and rehabilitation policy of the Jharkhand government, thereby reintegrating into mainstream society. The revised surrender policy has streamlined the process, ensuring that surrendered Naxalites are transferred to open jails within 24 hours.
Open jails, also known as semi-open jails, are unique penal institutions that allow inmates to venture out during the day for work and earn a livelihood, with the condition that they return to the facility by a specified time in the evening. The scope and privileges within open jails are determined by the jail administration, making them distinct from conventional prisons. In essence, only inmates who adhere to jail regulations, display discipline, and express a desire to reintegrate into society are selected for placement in these open jails.
