Jamshedpur: The Model Code of Conduct has come into immediate effect following the announcement of the election schedule by the Election Commission of India. Acting promptly, District Election Officer and Deputy Commissioner Karn Satyarthi has issued a comprehensive Standard Operating Procedure (SOP) outlining strict measures to be implemented in the first 72 hours to maintain transparency, discipline, and fairness in the electoral process.
As per the order, within 24 hours of the announcement, all wall writings, posters, banners, flags, cutouts, and hoardings from government buildings and properties are to be removed. Misuse of government vehicles by any political party, candidate, or individual for election purposes has been strictly prohibited. The order further bars the use of flags and stickers on commercial vehicles unless they are used for legitimate election campaigning. Political symbols on private vehicles meant to appeal to voters will invite legal action under Sections 171H and 176 of the Indian Penal Code and relevant provisions of the Motor Vehicles Act.
Within 48 hours, the administration will ensure the removal of all unauthorized political advertisements, posters, and defacement from public property and public spaces, including railway stations, bus stands, airports, bridges, roads, government buses, and municipal buildings. Officials have been directed to ensure that no trace of political publicity remains in public areas, reaffirming the Election Commission’s commitment to a level playing field for all parties.
By 72 hours, the process will extend to the removal of defacement from private property. In addition, departments have been instructed to submit detailed lists of ongoing and new development or construction works—identifying which have already begun on the ground and which are yet to start—to prevent the launch of new projects during the MCC period. Physical verification of polling stations will also be carried out to confirm Assured Minimum Facilities (AMF), and nodal officers will be appointed for their smooth management. Furthermore, vulnerable and critical polling stations will be identified for enhanced monitoring and security arrangements.
The detailed SOP aims to ensure swift enforcement of the Election Commission’s directives during the crucial first 72 hours after the poll announcement, setting the tone for a disciplined and impartial electoral process across the district.
