Jamshedpur: An environmental issue has emerged concerning the alleged encroachment of a natural drainage system in the Eco-Sensitive Zone (ESZ) of Dalma Sanctuary in Dimna, Mango, East Singhbhum. Amit Kumar Tiwari, an advocate at the Civil Court, Jamshedpur, has submitted an application to the National Green Tribunal (NGT), Eastern Zone Bench, Kolkata, urging the tribunal to take suo moto cognizance of the situation.
The complaint, filed by Tiwari, details that the Jharkhand Bijli Vitran Nigam Limited (JBVNL) has initiated the construction of a high-tension transmission line structure, including pillars and HT cables, in the middle of a natural nullah behind Ashiana Enclave. The construction, which began three to four weeks ago, involves digging a large concrete base in the drainage path, blocking its natural flow. A similar structure, located just 200 meters to the north, has already caused significant disruption to the area.

Tiwari, a resident of Ashiana Enclave, expressed concern that this obstruction will lead to severe waterlogging, particularly during the monsoon season, increasing the risk of flooding in the nearby areas. “If the drainage is blocked, the entire area will be inundated during heavy rains, causing major distress to thousands of residents,” he stated.
The petition highlights violations of several environmental laws, including the Environment (Protection) Act, 1986 and the Water (Prevention and Control of Pollution) Act, 1974. Tiwari pointed out that the Dalma ESZ notification prohibits permanent structures in the protected area, making the ongoing construction a direct violation.

Despite raising the issue with JBVNL officials and on-site contractors, residents have not received any relief. Tiwari is now seeking immediate intervention from the NGT to halt construction, assess the environmental damage and ensure corrective measures to restore the area’s ecological balance.
