Ranchi, Sept 14: The secretary to the CM Sunil Kumar Barnwal today ordered action against the guilty persons after a scam worth Rs 1 crore was exposed in a pond digging project in Giridih.
Barnwal during an inquiry into the project reportedly found out that Rs 1.23 crore were withdrawn by the project officials concerned in the name of digging ponds in different parts of Giridih. In reality only Rs 23 lakh were spent by the authorities. This led Barnwal to order strict action against the guilty officers.
The alleged scam took place in Gharmundo Kala village, Saria Block, Giridih. Rs 1.23 crore was approved for deepening the pond. On 26th July last, the Chief Minister had directed to submit a detailed report in two days.
Regarding non-payment of widow pension to one Jyotsna Dey of Saraikela- Kharsawan, the Secretary asked the authorities concerned as to why the woman had not been given pension despite running for six years. Approving the pension order, he ordered to show cause the officials guilty of delaying the payment.
Hariram of the same district sought the issuance of another service book after the first one was lost. But the District Education Officer could not provide the same. Hence the complainant is unable to get pension as per the 6th Pay Commission. The secretary said that first a mistake was done and now, the guilty are being protected. He ordered to identify the guilty and submit the report in one week.
Regarding encroachment along Rajganj on the National Highway, the secretary ordered to clear the NH in 15 days. He asked the nodal officer as to why action was not taken against the CO who didn’t submit the report. He also asked the NH officers to give an explanation.
In another case that came to the secretary’s office for disposal, Mahant Bhagat, who worked as a forest ranger and retired in 1999 but still, said he is yet to get ACP. He had also complained to the Chief Forest Conservator in 2005. The secretary asked how much more time is required by them. He asked to solve this matter soon or be ready for strict action.
Regarding the missing person Ganga Sagar from Kuju, Ramgarh, Barnwal ordered to ask Ramgarh SP why action was not taken on Kuju Officer –in-Charge for not registering F.I.R.
He said that the SP should clear his stand in seven days.
In connection with unnecessary delay in giving compensation amount to house collapse victim Md. Rabbani of Chainpur Block at Shahpur, the secretary ordered the DC to fix responsibilities of concerned officers and initiate departmental proceedings on them. Instant compensation is provisioned in these cases.
Regarding demand of bribe by officers and panchayat representatives for releasing funds from Drought Relief Fund, Barnwal said that this matter should be dealt seriously. He asked the nodal officers to probe the matter personally and submit report by next Tuesday.
He also asked to form a committee to probe why water was not supplied from the water tank made 5 years back. He ordered to send a detailed report and suspend the engineer who made it. FIR can also be lodged if the matter proves to be serious.
