CM focus on rural economy, promises to make self reliant Jharkhand with masses blessings

Governor skips statehood function, first instance since state’s creation

Ranchi, November 15: As the Governor Ramesh Bais skipped the main statehood function at Morabadi ground in Ranchi, a first since creation of Jharkhand, JMM supremo and Rajya Sabha MP Shibu Soren attended the foundation day function as chief guest.

Chief minister Hemant Soren who launched slew of schemes and policies on the occasion, stressed on strengthening the rural economy as focal area of the government.

“Jharkhand was formed after years of struggle of our forefathers. We can see Guruji Shibu Soren who played a crucial role in the statehood movement. In the last 20 years did not go to the roots of the problems plaguing the state. With the blessing of the masses we came to power in 2019 and since then our focus is on strengthening the rural economy which is the main pillar for our state’s progress,” said Soren.

The Chief Minister said that the poverty and backwardness prevailing in the state today is no less than a curse.

“Our government is providing loans to you at your doorstep. Paving the way for self-employment. The state government is also giving you grants for employment generation. The government made such an action plan so that the rural economy of Jharkhand could be strengthened. Schemes have been made according to the needs of the people here,” said Soren.

The Chief Minister said that camps were organized in panchayats and villages to solve problems of people and has also solved problems of all section of people from government employees, policemen, para teachers, Anganwadi workers.

The Chief Minister said that a special campaign was. Apart from linking the schemes, the camp was also organized to create awareness among the villagers.

The Chief Minister said that 54 lakh applications were received by the government in this campaign. Out of these, 35 lakh applications have been executed through the camps.

“If your blessings are there, then in the coming time this state will not stand on the trust of God but on its own feet. Our government has set a target of providing water to the farmers, work has been started on a large scale. The government will do the work of providing water to every field. The Chief Minister said that we have identified 226 blocks to give relief to the farmers from drought. After a few days, camps will be organized again in villages and panchayats. Where 31 lakh farmers will be selected and they will be provided financial assistance.

On this occasion, 609 candidates recommended by Jharkhand Public Service Commission, 16 recommended for Accounts Officer and 320 candidates selected for hostess in RIMS Ranchi were given appointment letters.

On the occasion of State Foundation Day, assets worth Rs 1247.39 crore were distributed among 13,90, 164 beneficiaries.

In all 369 schemes worth Rs 7309 crore were inaugurated by the chief minister. A cultural program featuring tribal performers was held at the same venue in the evening.

Three new policies were launched by the chief minister

Jharkhand Electric Vehicle Policy-2022

 Electric vehicles are to be promoted under Jharkhand Electric Vehicle Policy-2022. It aims to replace ICE engine based vehicles with electric vehicles by the year 2030. Whereas, a project will be set up to manufacture ACC batteries by 2027. The provisions of attractive grants to be given under this policy will encourage the use of electric vehicles.

Jharkhand Ethanol Production Promotion Policy-2022

Under the Jharkhand Ethanol Production Promotion Policy, the use of biofuel will be promoted in the state. The policy aims to increase the use of ethanol blended petrol to 40 percent by the year 2025. Biofuels are manufactured from agricultural products such as sugarcane.

 Jharkhand Industrial Park and Logistics Policy-2022

The objective of Jharkhand Industrial Park and Logistics Policy-2022 is to provide economic strength to the state. Industrial parks and logistics parks will be set up here with the participation of government and private institutions. The income from this will also be directly received by the state government. This will boost direct and indirect employment in the state.

Five new schemes were launched

Guruji Student Credit Card Scheme

Under this scheme, the government will provide loan facility to the economically weak students of the state who have passed 10th and 12th for the study of higher education in the field of engineering, medical, law, research etc. In this, loans up to a maximum of Rs 15 lakh will be made available to the students through the bank. The students will have to pay 4% simple interest on this loan. The state government will bear the remaining interest amount. At the same time, the maximum limit for repayment of loan will be 15 years and for this, students will not have to deposit any security. A provision of two hundred crore rupees has been made for this scheme as corpus fund

 Eklavya Training Plan

 Free coaching facility will be provided to the students of the state in reputed coaching institutes for the recruitment competitive examinations conducted by the recruitment agencies like Union Public Service Commission, Jharkhand Public Service Commission, Central/Jharkhand Staff Selection Commission and Banking and Railways etc. . 27 thousand students are to be benefited from this scheme. There will be 1000 for UPSC Civil Services, 2000 for JPSC Civil Services, 2000 for Bank PO, 5000 for Bank Clerk, 8500 for Railway Recruitment Board Exam and 8500 for Staff Selection Commission Exam. Under this scheme, 100% tuition fee will be paid to the coaching institutes based on the number of students and the duration of the coaching session. Apart from this, every beneficiary student will be given Rs. 25 hundred per month as assistance for the duration of the coaching session through DBT. The total annual expenditure load on this scheme will be Rs 190 crore 5 lakh.

Chief Minister Education Promotion Scheme

Under this scheme, free coaching facility will be provided to the students of Jharkhand state in engineering, medical, law, mass communication, fashion designing / fashion technology, hotel management, chartered accountant and nationally reputed coaching institutes located at ICWA, Jharkhand. Under this scheme, free coaching will be provided to eight thousand students. Apart from this, every beneficiary student will be given Rs. 2500 per month as assistance for the duration of the coaching session through DBT. The total annual expenditure load on this scheme will be Rs 122 crore 32 lakh 50 thousand.

Chief Minister Drought Relief Scheme

The production of paddy and other Kharif crops has been adversely affected due to deficient monsoon rains in the state. Because of this, the state government has declared 226 blocks of 22 districts as dry areas. In such a situation, every family in the drought-affected area will be provided a complimentary relief grant amount of Rs.35 hundred immediately. An online portal has been prepared for taking applications under this scheme and special camps will be organized at the district level and benefits will be provided by receiving applications from more and more farmer families of the notified drought-prone blocks.

 Chief Minister Sarathi Yojana Scheme

Under this scheme, the talented and hardworking youth of the state are to be skilled and connected with employment and self-employment. Under this, free skill training will be given by the government to the youth of the age group of 18 to 35 years (the maximum age limit is 50 years for the reserved category). One thousand rupees per month will also be given to the youth for commuting to the center for non-residential training. After training, if successful youths do not get employment within three months, then they will get one thousand rupees per month as employment incentive allowance, while girls, disabled and transgenders will get  Rs 1500 per month
