Chief Secretary emphasizes need to streamline the decision making process

Ranchi : To further capitalize upon Jharkhand’s recent progress in the Ease of Doing Business ranking a review meeting was held by the Chief Secretary so as to chart out the way forward in the quest to further facilitate investments in the state.

The Chief Secretary congratulated the entire team for the achievements made in the short span of time. The Chief Secretary emphasized the need to create more awareness about the reforms and work on industry feedback to streamline the decision making process.

Following action points emerged from the discussion and the Chief Secretary instructed that work on these action points may be taken up in a time bound manner. Thus, Department specific roadmaps on DIPP directives to be created focusing on further reinforcement and implementation on ground.

Departments were told to organize workshops with industry and other stakeholders for increasing usage and to have a campaign to spread awareness about the reforms and ploughing feedback received for further reforms.

Further, Collection, Digitization, Cleaning and uploading of legacy data online to be done by each department. Each department to have to redress grievances by forming Standard Operating Procedure and timelines.

Specific dates were proposed for each department to have a workshop for preparing Standard Operating Procedures for all the services required by industries and to update the Right to Service Act to give statutory legitimacy to service delivery.

Where online systems have been implemented, the operations need to be made computerized and suitable instructions are to be passed to stop manual operations. Order to be issued by the Industries Department after government approval for surprise inspections to be carried out in case of receiving complaints, only after obtaining permission from head of the department.

Nomination of Nodal Officers in each department for coordinating with Single Window for pre-investment, during investment and post-investment facilitation that will be required. Nodal officers to be designated in order to take prompt decisions. Investor facilitation cell to be created at Single Window Centre in Nepal House.

A calendar for road shows at Ranchi, Jamshedpur, followed by national and international level road show and industry programs to be created. An industry partner, FICCI, CII or any other bodies to be engaged along with the knowledge partners for the road show.
