1985 Air India Bombing Handiwork of Khalistani Extremists: Canadian Intelligence

New Delhi (IANS): In a historic shift, Canadian intelligence has directly indicted Canada-based extremists for the 1985 Kanishka tragedy. The Canadian Security Intelligence Service (CSIS) has blamed Canada-based Khalistani extremists for the June 23, 1985, bombing of Air India Kanishka Flight 182.

While the mid-air bombing—which killed all 329 people aboard—remains history’s deadliest act of airborne terrorism before 9/11, Canadian agencies have rarely used such clear, uncompromised terms to directly indict local Khalistani networks in recent years.

Indian intelligence officials state that this explicit recognition, coupled with an aggressive local crackdown, has crippled Pakistan-backed terror networks, prompting warnings of a desperate “misadventure” in Punjab.

The Turning Point: Modi-Carney Bilateral Pact

The dramatic shift in Ottawa’s stance follows a decisive bilateral meeting in New Delhi between Indian Prime Minister Narendra Modi and his Canadian counterpart, Mark Carney. Driven by the diplomatic consensus reached during this meeting, Canadian authorities have launched a wave of measures that have effectively dismantled the absolute operational freedom Khalistani extremists enjoyed for decades.

Indian officials note that whereas previous Canadian administrations repeatedly coddled these extremist elements under the guise of “freedom of expression,” the current government views them as an immediate threat to domestic law and order.

Weaponizing the Law: Bill C-9 to Protect Temples

To legally choke extremist activities, Canada has passed the Combating Hate Act (Bill C-9), which officially takes effect on July 18. This legislative hammer will directly target the infrastructure of Khalistani groups who have spent years vandalizing Hindu temples, scribbling anti-India graffiti, and intimidating local communities.

“As hate continues to rise in Canada, communities have been calling for stronger protections… We’ve seen places of worship vandalised or burned. That is unacceptable,” stated Canada’s Minister of Justice and Attorney General, Sean Fraser, emphasizing that the new tools will allow law enforcement to act decisively.

Once enacted, Bill C-9 will legally bar Khalistani elements from protesting outside temples, bringing massive relief to the Canadian Hindu diaspora, who frequently faced targeted harassment and the open display of terrorist posters outside places of worship.

ISI Frustrated; Agencies Warn of Punjab Terror Plot

The tightening noose in Canada has sent shockwaves across the border into Pakistan. According to Intelligence Bureau (IB) officials in India, the Inter-Services Intelligence (ISI) is deeply frustrated by the unprecedented India-Canada security alignment.

With their safe havens in Canada shrinking, ISI-backed proxies like the Babbar Khalsa International (BKI) are facing immense pressure from their handlers to prove their utility.

The Danger of Desperation

Indian intelligence agencies have issued a stern warning: as global crackdowns trigger desperation, these networks are highly likely to attempt a major violent misadventure.

  • Current Strategy: The networks are currently executing low-intensity strikes to keep the Khalistan narrative alive.
  • The Threat: Because low-intensity operations do not satisfy the ISI, intelligence inputs suggest the BKI is actively plotting a major, high-impact terror attack in Punjab or its neighboring states to shift focus away from their global setbacks.

Security forces across Punjab and the national capital region remain on high alert to neutralize any impending spillover from this overseas crackdown.
