Chaibasa, Nov 26: In view of the second phase of the three-tier Panchayat election, West Singhbhum district election commissioner-cum-deputy commissioner Abu Backer Sidhique and superintendent of police Michael Raj jointly held a meeting with sector officers and district police administration at the Zila Parishda Hall here on Thursday.
While addressing the officers, the deputy commissioner said that the entire sector magistrates with their polling officers must collect four different colour ballot papers, form no 9 (prapatra) and annexure and verify as well as match them before leaving for the respective polling areas.
DC instructed the sector magistrates, particularly the female polling officers, that if they are two and three in numbers at cluster point, the BDOs of the particular areas will arrange for their accommodation. Moreover, the female polling officers should leave all the election materials at the cluster centers, but will be required to attend the booth centers at 6 a.m. to conduct the election.
He, however, made it clear that no male polling officers will be allowed to accompany the female officials or stay outside the cluster points. If the polling officer goes outside and returns to the booth after having alcohol, it would be a disaster, he warned. “We will be defamed by such act. So it is the duty of the sector magistrates to carry on their responsibilities sincerely.”
At the same time, Sidhique asked polling officers and sectors officer not to favour any candidate even if he or she is known to the officer. “If you favour anyone it would be your worst act and a complaint against such officers will be registered and would be thrown out of the polling center.
The DC added that the sector magistrate is vested with various powers like ordering a lathi charge and also firing as the administration is committed to conduct fair and proper elections. However, this power should not be misused and if necessary you should consult your super zone magistrate who would be monitoring the election in your region,” he pointed out.
Sidhique directed all the polling officers that the election will be closed at 3 p.m. and every polling officer should return to the strong room area at 5 p.m. No female polling officers should be asked to carry their luggage and ballot box on their heads.
“We have provided buses from Chaibasa and the polling officials should take the number of the vehicles and proceed from here,” he said, adding, “On the morning of November 27, all polling officials will report to Chaibasa Mahila College and Jagnnathpur Rassel Vidyalay as per their respective areas and collect their booth number, ballot box and ballot papers.Everyone should register their mobile phone numbers in order to remain in constant contact with their higher authorities.”
DC wished success to everyone related to the election process in the district.
Addressing the election officials, the SP said that in the second phase many booths are hypersensitive and come under areas infested by Naxalites. This time all the sector magistrates will proceed with star party police force, he said, adding, 23 booths of Tonto block are hypersensitive and sector magistrates will not go to those booths by road.
They have to reach those areas with polling materials via helicopters. He said that the district administration has made special arrangements to conduct elections at those booths.
The second phase of panchayat election covers the Hatgamahriya and Tonto in Sadar Chaibasa and Kumardungi, Manjhgaon and Jagnnathpur in Jagnnathpur subdivision in the district. The strong rooms are located at Mahila Collegee Chaibasa and Rassel Senior Secondry School, Jagnnathpur.
Apart from the polling officials, DDC Anil Kr Roy, ADC Jay Kishore Prasad, DPRO and police officers from all the police stations and sector magistrates were present at the meeting.
