Schemes must bring visible change, not just stay on paper: Jamshedpur DC Karn Satyarthi

Jamshedpur: Deputy Commissioner Karn Satyarthi chaired a comprehensive review meeting on the Aspirational Block Program at the Musabani Block Auditorium, emphasizing the need for visible improvements in citizens’ standard of living rather than paper-based progress.

During the session, development indicators set by NITI Aayog formed the basis of review, covering sectors such as health, education, agriculture, sanitation, and digital inclusion. Satyarthi directed all departments to ensure timely and quality execution of projects with actionable plans and outcomes.

The Multi Village Scheme was ordered to be completed by November 2025. Additionally, an action plan must be formulated to declare 51 villages ODF Plus within the next two months.

Representatives from Project Mansi and Sathya Sai Foundation were given responsibility to strengthen medical access in remote tribal (PVTG) areas. Focus was laid on awareness for institutional deliveries and enhanced support to local medical units.

Toilets in three Anganwadi centres in PVTG areas are to be constructed within three months, while efforts to update the nutrition tracker, identify SAM/MAM children, and boost ANC services were reinforced.

The Deputy Commissioner directed all Ayushman Arogya Mandir centres to apply for NQAS certification before December 2025 and emphasized issuing disability certificates to thalassemia and sickle cell patients. A special epilepsy camp has been planned for next month.

Taking stock of student-teacher ratios and recent board exam performances, the Deputy Commissioner expressed concern and ordered the adoption of a quality-based education system. Availability of drinking water, toilets, and essential facilities in all schools was termed mandatory.

Officials were directed to ensure Soil Health Cards and Kisan Credit Cards (KCC) for all eligible farmers. The Gohla cluster was identified for promotion of commercial farming through JSLPS, and efforts under FPO models were encouraged. The relevance of Krishak Pathshalas must be improved, the Deputy Commissioner added.

The Animal Husbandry Department was instructed to intensify the mobile vaccination campaign.

The status of BharatNet was reviewed panchayat-wise, with strict instructions for early connectivity in uncovered areas. In the energy sector, the Electricity Department was told to ensure 100% household electrification within the next two months.

In view of DBT-driven welfare schemes, the Lead District Manager (LDM) was tasked with opening bank accounts for every student, woman, and farmer at the earliest.

Panchayat Secretaries were instructed to tag at least one Mamta vehicle in each panchayat to encourage institutional deliveries. Attention was also drawn to resolving drinking water issues and other civic problems at the Musabani Bus Stand.

Following the meeting, the Deputy Commissioner interacted with members of the Weavers Self-Reliance Committee at the block office, encouraging them and assuring full support from the district administration.

He also inspected the garbage segregation shed built by the Drinking Water & Sanitation Department in Terenga Panchayat and issued directives to ensure community participation and strive toward a plastic-free village.
