Jamshedpur, Oct 8: Jamshedpur East MLA Saryu Roy has raised issues of irregularities in appointment of senior posts in medical colleges of the state.Â
In a letter to the chief secretary, Jharkhand, Sukhdeo Singh, Roy has cited notification No. 9/Estt.-01-09/12 by Governor to regulate the appointment, promotion and other service conditions of Jharkhand State under Health, Medical Education and Family Welfare Department of Jharkhand State. 1)-421(9), dated 21.11.2018 has been issued. The conditions for the appointment of the superintendent of the hospital affiliated to the medical college, the principal of the medical college in 10 (d) and the senior resident/tutor in chapter-3 are mentioned in clause 10(c) of Chapter-6 of the notification.
“Appointment to the post of the superintendent will be done from amongst the professors on the basis of preference, merit and efficiency following the prescribed procedure. The State Government will have the option to appoint a person from outside the cadre also, provided they possess the requisite qualifications prescribed by the State Government and the Medical Council of India. This appointment will be made by the Promotion Committee set by the Department of Personnel, Administrative Reforms and Official Language. They will be appointed for three years. Which can be extended by the department for the next 03 (three) years on the basis of performance,” the letter states.
The letter also cites appointment of principal mentioned int the notification amongst the professors working in different departments of the Medical College on the basis of their preference, merit and efficiency of the post of professor. This appointment will be made by the Promotion Committee set by the Department of Personnel, Administrative Reforms and Official Language. They will be appointed for three years. Which can be extended by the department for the next 03 (three) years on the basis of performance. The principal will have overall control of the medical college as well as the affiliated hospital for which the department may issue due directions from time to time.
While the notification cites appointment of senior resident / Tutor. According to which the posts of Senior Residents / Tutors of Medical Colleges of the State will be educational posts of three years tenure. Secretary / Principal Secretary / Additional Chief Secretary, Director, Medical Education (Chairman) will be in the selection committee constituted for appointment to the tenure posts. As a member of the selection committee, Special Secretary / Joint Secretary / Deputy Secretary of the Department of Health, Medical Education and Family Welfare, Head of the Department of a particular subject from the Principal of the identified colleges and Scheduled Castes / Scheduled Castes nominated by the Department of Personnel, Administrative Reforms and Official Language.
The appointment to the tenure posts will be through advertisement. If any person is appointed to any tenure post, then he will be able to hold office only for one tenure period. No one can be appointed to the said tenure post more than once in a particular subject.
The decisions taken by the Government a few days ago regarding the above appointments are contrary to the provisions mentioned in the relevant notification, in open violation of these. This provision has been violated in the appointment of Superintendent and Principal in MGM College and Hospital, Jamshedpur. The doctors appointed in both these posts are not professors but assistant professors. Whereas many doctors who have the qualification to be appointed on the posts of superintendent and principal are available in the state. One of them has been transferred from Palamu Medical College Hospital and posted as Principal of MGM Medical College, Jamshedpur.
Similarly, a few days ago on the post of Senior Resident / Tutor, Medical Officer while transferring the Medical Officer of District Leprosy Prevention Office, East Singhbhum by transfer number-3/Estt.-01-37/2021-396(3).Tutor (Physiology) has been posted at MGM College and Hospital, Jamshedpur. Similarly, a doctor working in the Department of Dentistry on the post of Senior Resident / Tutor working in MGM for many years has been re-appointed to the same post. Whereas according to the notification it is totally wrong to do so. Similarly, there are many discrepancies and irregularities in the recent transfers and postings.
The letter requests for cancelling the irregular appointments and take action against the guilty.
