Ranchi, December 8: Ahead of the maiden session of the sixth Jharkhand legislative assembly from December 9, Ranchi district administration clamped prohibitory orders under section 163 of BNS to ensure proper law and order. The session is scheduled from December 9-12
According to a joint order issued by Deputy Commissioner-cum-District Magistrate and Senior Superintendent of Police, Ranchi, no processions, rallies, demonstrations, or gatherings will be allowed within a 200-meter radius of the Assembly premises.
In addition, the gathering or movement of five or more people in the specified area (excluding officials/employees on govt duty, court work, and religious or funeral ceremonies) is banned.
Carrying or moving with any kind of firearms or weapons, such as guns, rifles, revolvers, pistols, bombs, explosives, etc. (excluding officials/employees on govt duty) is also barred, as per the order.
The meeting of the ruling party MLAs has been called at the residence of Chief Minister Hemant Soren from 3 pm. The BJP has called a meeting of its MLAs at the party office at 7 pm. On the other hand, the leader of the Bharatiya Janata Party (BJP) legislative party has not been selected yet. In such a situation, it seems that the first session of the new assembly will be without a leader of the opposition.
The MLAs will be sworn in first on December 9. The remaining MLAs will be sworn in on December 10. The new assembly speaker will be elected on December 10 itself. The Governor’s address will be held on December 11. On December 11, the government will table the second supplementary budget in the House. On December 12, there will be a debate on the motion of thanks on the Governor’s address. The supplementary budget will be discussed on December 12 itself.
The meeting of the MLAs of the INDIA bloc was held on Sunday at the Chief Minister’s residence. In the meeting, there was a discussion about the special session starting from December 9. After the meeting, Parliamentary Affairs Minister Radhakrishna Kishore said in a conversation with the media that there will be a debate on the Governor’s address and discussion on the supplementary budget in the House. In the meeting, instructions were given to give logical answers with a bold mindset. In the meeting, consensus was reached on the name of Ravindranath Mahato for the Speaker. MLA Anoop Singh said that Ravindranath Mahato is a senior leader. He is the first choice for this post. Ramdas Soren said that consensus has been reached on the name of Ravindranath Mahato.
MLA Rajesh Kachhap said, the opposition should also directly support the post of Speaker. There should be no scope for debate in this.
