Over 90% of Jamshedpur Nursing Homes Lack Fire NOC

Jamshedpur: Out of the 253 functional hospitals and nursing homes in the city, more than 90% have been found violating mandatory fire safety regulations. According to official data from the district administration, a staggering 231 medical facilities are functioning without a valid Fire No Objection Certificate (NOC), leaving only 22 institutions with authorized clearance.

A Recipe for Disaster: No Audits, No Equipment

The 231 non-compliant institutions have neither conducted a formal fire safety audit nor do they house adequate firefighting equipment. While sources indicate that a few hospitals are currently in the process of applying for their Fire NOCs, a vast majority continue to treat patients while operating on what can only be described as borrowed time.

According to regulatory mandates, any commercial structure standing taller than 15 feet is legally required to secure a Fire NOC. Without this certification, a hospital cannot legally register or maintain a valid operational license. Despite these stringent laws, dozens of illegal clinics and nursing homes continue to mushroom across the city without obtaining clearances from the fire department or securing approved building blueprints from local civic bodies.

The Compliant Few: Institutions with Valid Fire NOCs

While private clinics exhibit massive lapses, major corporate-backed hospitals and government facilities like MGM Hospital and Sadar Hospital have largely adhered to the safety protocols. The prominent institutions listed as fully compliant with Fire NOCs include:

How to Obtain a Fire Department NOC: The Official Process

Speaking on the legal framework, Rampravesh Ojha, In-charge of the Golmuri Fire Station, outlined the mandatory steps required for medical facilities to become legally compliant:

1. Online Application:Hospital management must first log into the official government portal and submit all relevant structural and operational documents.
2. Site Inspection:Following the submission, a specialized team from the Fire Department conducts a rigorous physical verification of the hospital premises.
3. Mandatory Installation:Management is directed to install vital safety equipment, including fire hydrants, overhead sprinklers, and other specialized firefighting tools.
4. Final Certification:The final Fire NOC is granted only when all predefined safety standards are fully met. The department also issues ongoing safety advisories to help hospital management rectify minor infrastructural flaws.
