Jamshedpur: In a glaring instance of negligence by the electricity department’s billing agency, thousands of non-company consumers across the Kolhan region are being forced to bear the brunt of a severe systemic failure. Due to a complete halt in generating power bills on time, a staggering 27,094 consumers across Kolhan did not receive their electricity consumption bills for April in the month of May. As a result, consumers are now facing the daunting prospect of paying an accumulated, heavy bill for two to three months simultaneously in June, throwing middle-class household budgets into complete disarray.
Of the total affected consumers, the Jamshedpur Circle alone accounts for 15,757 impacted households.
Systemic Error: Technical Snag and Sluggish Data Transfer
According to departmental officials, the crisis originated during the transition of billing responsibilities between agencies. The state’s former billing agency, SRI, handed over data to the newly appointed agency, but critical errors occurred during this data transfer process.
“The data folds of several consumers were inadvertently deleted or corrupted, resulting in missing addresses. Consequently, on-site meter readers encountered massive technical issues while trying to read meters and generate physical bills,” explained an official of the agency.
Department Steps In: Alternative Billing System Activated
Acknowledging the severity of the crisis, the General Manager (GM) of the Electricity Department ordered immediate alternative billing measures. Executive engineers and sub-divisional officers have been directed to deploy manual manpower. Under this emergency parallel setup, private manpower is being paid on a per-bill delivery and reading basis to clear the massive backlog.
Meanwhile, Sudhir Kumar, Superintending Engineer of Jamshedpur Circle, took a strict stance against the contractor. “Negligence will not be tolerated. The responsibility to deliver timely bills rests entirely with the private agency ‘Sai Computer’. Given the failures, alternative arrangements have been made to minimize consumer harassment, and salary/fund deductions are being executed against the agency for their poor performance,” he stated.

The billing discrepancy is not a new issue but an ongoing nightmare for local residents, as highlighted by various extreme case studies across the city:
- Case 01: ₹1 Lakh Bill After 12 Months “For the last year, no electricity bill was delivered to my house despite written complaints. Suddenly, the department served a massive bill of ₹1,00,000. Smart Meter Rollout Progresses Amid Chaos
While the traditional billing network is in tatters, departmental data reveals that smart meter installations are moving at a rapid pace. As of June 8, a total of 44,815 smart meters have been installed in Kolhan, out of which 40,917 consumers are directly receiving their real-time bills straight to their registered mobile numbers, bypassing the need for manual door-to-door physical billing delivery.
