Ranchi, July 7: Chief Secretary Rajiv Gauba said that e-governance will be successful only when we will be giving the people all Govt. facilities on-line. He said that the govt. is working in this direction .It is not only the responsibility of IT Department to work on e-governance but every Department has to take an initiative to move ahead. He said it while he was speaking in the concluding ceremony of Digital India Week at Project Building.
The Chief Secretary stressed on mobile governance and said that ‘mobile governance’ is the theme of the foundation of Jharkhand for 2015. The Central Govt. also promotes ‘mobile governance’. Departments should enable mobile based services and increase our access to the citizens of the state. He said that a Capacity Building and Training Program is needed in all Departments to promote e-governance. He said that connectivity is a big problem in many places which needs to be sorted out.
He said that applying for birth certificate, death certificate, income certificate or any other important certificates requires a complicated process which should be made simpler. He said that a person should not travel to government offices and move behind the officials to get their work done�. DCs were directed to meet the people�s expectations from the government and by adopting technology, the people’s expectations could be met.
Rural Development Department, Principal Secretary, Mr. N.N. Sinha said that Jharkhand stands in the third position to pay the beneficiaries through Direct Benefit Transfer (DBT). He said that MGNREGA workers also are paid wages through DBT. He said that the department works on making more and more services online. MIS is online in Rural Development Department.
Personnel Department, Principal Secretary, S.K. Sathpathy said that Digitization of services will start from digitizing oneself.
IT Secretary, Sunil Barnwal said that Jharkhand has done a commendable job in creating digital lockers. Digital lockers are free space which can be used by the citizens to keep their documents safe and secure after authenticating it. Various IT applications used by the corporate can be used/utilized in Jharkhand by various Departments. He said that IT Department is focusing on promoting digital literacy mission in the state.He said that to achieve it, IT Talent Search Competition (UDAAN 2015) has been launched. It is a state level competition aiming to expose the hidden talents in the field of IT. The students of government schools from 7th-10th will participate in the competition. It seeks to provide a common IT platform to students to share their view, knowledge on IT and fast developing technology.
