Chaibasa, March 15 : State rural development minister Nilkanth Singh Munda and State Panachayat secretary Bandana Dadel reviewed the development schemes undertaken during 14th finance commission at Pillai Hall in Chaibasa.
The minister took stock of the allocation of Rs 60 crore which had been dispensed to the 217 Panchayat of 18 blocks but found that only Rs 13 crore has been spent so far which is not at all satisfactory report as minister warned . The Minister added that it is the first time on my part to inspect the district and the action would be taken in the next meeting.
The Minister took the reportage of poor achiever Panchayat and gave the necessary suggestion. The Minster also ordered to remove those Junior engineer who does not want to work properly and hold up the payment of Panchayat Sevak who have spent zero amount the scheme .
The Minister also asked the Mukhiyas to conduct village meeting to get consent for schemes to be implemented in the village. The work should be started immediately for technical and administrative approval. MB Book should be maintained by JE and payment should be given based on it .
The Minster also pointed out that you are showing expenditure in scheme whereas entry in MIS is not displayed in national level. The Minster asked the district administration to maintain the entry in MIS in time .
The Minster also said that the residence of the employee should be determined where they are posted only then the work can engendered to the right direction.
The Minster directed the administration that the retraining of the Mukhiyas comprising three blocks as club each should be imparted and DCC should prepare the roster to fix the particular date on which the training will be held.
The meeting was also attended by DC , ADC, DDC, Mukhiya , Zilla Parishad and BDOs, Cos of west singhbhum district .
The minster also found that out of 217 building of Panchayat secretariat construction only 140 are completed till date and Minster asked the concerned authorities to complete all at the earliest.
The Pragya centers should function at completed Panchayat secretariat to establish connectivity with people regularly. All the records should be made available at the Panachayat secretariat.
The Minister also asked the Mukhiya and Panchayat Sevak to attend regularly at Panchayat secretariat so that the strength of Government is felt even at local level.
