Kolhan University colleges struggle with funds amid administrative vacuum

Jamshedpur: For over a year, colleges affiliated with Kolhan University have been facing a financial crisis as they have not received contingency funds or examination funds. This situation is severely affecting their operations, including the procurement of essential materials like chemicals for practicals.

Each college typically receives ₹30,000 to ₹90,000 as contingency funds, depending on student strength, but these amounts have been withheld. Furthermore, examination funds have not been disbursed for three years, resulting in pending dues of ₹3 to ₹8 lakh per college. The absence of a permanent Vice-Chancellor and Registrar at Kolhan University has exacerbated the issue, leaving routine administrative tasks, such as fund allocation, in limbo.

Dr. Ranjit Prasad, a syndicate member of Kolhan University, expressed concern, stating, “We have raised this issue in syndicate meetings. Issuing a letter for fund allocation is a basic administrative task, but the university officials seem to be waiting for instructions from Raj Bhavan even for routine matters.”

The financial strain has forced colleges to conduct exams and manage daily operations with great difficulty. Practical sessions are also affected due to the unavailability of basic materials.

The contingency and examination funds are sourced from fees paid by students during enrollment, yet the university’s role in allocating these funds remains unfulfilled. Principals and teachers have repeatedly requested action from the university administration but to no avail.

An official from one of the affected colleges remarked, “Such a situation has never occurred before. Without funds, we are struggling to maintain even basic academic and administrative functions.”

The absence of a permanent Vice-Chancellor and Registrar has paralyzed decision-making at Kolhan University. Administrative inefficiency has left colleges grappling with financial uncertainty, raising questions about the university’s ability to manage its responsibilities effectively.

As the university’s administration awaits directives from higher authorities, colleges are left in a lurch. With no resolution in sight, the academic and operational environment of Kolhan University’s colleges continues to deteriorate.

This prolonged crisis highlights the need for urgent intervention to appoint permanent officials and streamline fund allocation processes, ensuring the smooth functioning of educational institutions under Kolhan University. (w/nkm)
