Jamshedpur, June 2: Saryu Roy, MLA, has levied serious allegations against the district administration and Jamshedpur Notified Area Committee (JNAC), asserting biased adherence to the Jharkhand High Court’s instructions in cases of map deviation.
Roy contends that while the High Court has explicitly directed the demolition of illegal structures violating building bylaws, the enforcement of this mandate is partial, particularly favoring individuals with significant influence. Speaking at his Bistupur residential office on Sunday, Roy emphasized the administration’s neglect towards deviations made by well-connected individuals, including government officials and ministers.
Roy cited instances of selective demolition, highlighting discrepancies in handling cases like plot no. 52 and 46 of Sakchi Thakurbari Road and plot no. 1 of Baradwari. He pointed out the irregular construction of the Sakchi Pharma building and the Apex Hospital, underscoring the failure to implement court orders despite evident map violations.
Moreover, Roy criticized the lax approach towards parking regulations outlined in Jharkhand Bylaws, alleging collusion between the administration and architects in approving flawed maps. He condemned the lack of action against officials responsible for approving erroneous maps over the past decade, as stipulated in Section 438.
Roy further lamented the abuse of regulations in granting occupancy certificates, implicating both JNAC and Tata Steel’s Town Division. He decried widespread corruption in map approval, certification issuance, and enforcement, attributing the reluctance to political pressure exerted by influential individuals within the government.

Jamshedpur, June 2: MLA Saryu Roy has expressed readiness to intervene in the ongoing High Court case concerning map deviation issues. Following a meeting with advocate Akhilesh Srivastava and petitioner Rakesh Jha, Roy highlighted concerns regarding the biased implementation of High Court orders by the district administration and Jamshedpur Notified Area Committee (JNAC).
Roy emphasized that existing powers under the Jharkhand Building Bylaws and Municipality Act are not being utilized effectively by the authorities, leading to discrepancies in governance. He drew attention to the dual operation of municipalities in Jamshedpur, one governed by the Jharkhand government and the other by Tata Steel, resulting in confusion and hardship for the public.
The MLA highlighted the public’s plight, caught between Tata Steel’s reluctance to grant ownership rights to settlements outside the lease and the lax approach towards irregularities in building construction, both within and outside lease areas. Roy assured Srivastava and Jha of his willingness to intervene in the case if deemed necessary for public interest, considering the detrimental impact of the municipality’s dual practices on public facilities and the proliferation of illegal constructions.
