Ranchi, April 26: A meeting of Jharkhand Janjatiya Paramarshdatri Parishad was conducted under the chairmanship of Chief Minister Raghubar Das on Tuesday.
The issue of employing the tribal people was discussed at large in the meeting seeing the uneven geographic formation, lack of water resources, decreasing forest areas and uncontrolled population of the state. With the implementation of the suggestion, the increase in their employment rate is expected.
After comprehensive discussion it was concluded that by using the power given under sub-clause 1 of clause 5 of Article -309 of the Fifth Schedule of the Indian Constitution which deals with appointment manual for candidates should remain ineffective for the next ten years.
It said that if the third and fourth grade posts of the scheduled districts of the state such as Sahebganj, Pakur, Dumka, Jamtara, Latehar, Ranchi, Khunti, Gumla, Lohardaga, Simdega, West Singhbhum and Saraikela-Kharsawan are completely filled by the local residents during the next 10 years, employment graph will boost up.
This can be done through exchange by using the power given under sub-clause 1 of clause 5 of Article -309 of the fifth schedule of the Indian Constitution by making the appointment manuals for candidates ineffective in the given districts for the next 10 years.
In the light of sub-clause 5 of clause 5 of the Fifth Schedule of the Indian Constitution, the Jharkhand Janjatiya Paramarshdatri Parishad gave its consent.
It was also discussed that due to inclusion of ‘Paharia’ only in the govt. record, these people have to face a lot of difficulty in getting the government facilities meant for them as tribals. It was also agreed to send the record to the central government for necessary amendment.
The committee also suggested that a meeting with all the banks should be conducted and some guidelines should be given to them so that the tribals don’t face any difficulty in getting loans for building houses, education and doing other business. The CM said that the interests of the tribal people will be protected.
Vice-chairperson of the committee Dr. Louis Marandi, members of the Jharkhand Janjatiya Paramarshdatri Parishad, chief secretary Mrs. Rajbala Verma, development commissioner Amit Khare, principal secretary to the CM Sanjay Kumar, secretary to the CM Sunil Kr. Burnwal, welfare secretary Rajiv Arun Ekka and personnel secretary Nidhi Khare and secretaries of other departments of the state government were present in the meeting.
