Jharkhand: Relief from middlemen in suo moto land registration

Over 99 percent deed sent for automatic month in Dec

Ranchi, January 6: The step taken under instruction of Jharkhand chief minister Hemant Soren in the form of suo moto mutation has resulted in 99.36 percent deed sent for automatic mutation in a month.

In a release issued from the chief minister’s secretariat, it has been claimed that the launch of the Suo Moto Online Mutation process is a cornerstone effort in facilitating the mutation process.

With the help of this seamless system as soon as the land is getting registered, the documents are directly reaching the concerned zonal office for filing-dismissal from the online registry office. The SMS regarding this is also being sent to the person doing the registry. This step has been monumental in curbing the intrusion of middlemen and proves great relief to masses, the release claims further.

This seamless system was implemented December 1 last year across the state. So far, out of 12,569 deeds registered across the state a total of 12,489 deeds (total 99.36 percent) have been sent to the concerned Circle Officer on Real Time Basis for Suo Moto Mutation. If due to any technical glitch the deed is not automatically sent from the registration office to the Zonal Office, then in that case a push button has been brought to force at the level of the concerned Registration Officer using which the officer concerned can forward it to the Zonal Office.

Earlier, after the registration of the land, a separate application for mutation had to be submitted and due to metadata of the deed being erroneous a large number of applications were rejected by Circle Officers. To solve these issues, the department launched the Suo Moto Mutation in the entire state, under which the deed is sent online to the concerned Zonal Officer at the time of registration and a SMS related to it is automatically sent to the party.

This message conveys that the application has been sent to the concerned Circle Officer and there is no need to make a separate application for the same.

After the initiation of the process of Suo Moto Mutation, the PDF of the deed is being seamlessly sent to the Zonal Officers and if there is an error in the details such as those related to caste of the party or father’s name etc,. a correction module has been made available for this purpose. The work of sending the deed for filing to the concerned Circle Officer is being carried out online seamlessly and is also being continuously monitored.

At present, after registration, not only are the registered deeds being sent to the zonal officers on Real Time Basis, but SMS related to it are also being received regularly by the parties.
